Building upon the strong call(s) to action for addressing loss and damage in vulnerable nations at its high level event at COP29 Azerbaijan in Baku, the Board of FRLD is?hosting?its first annual High Level Dialogue (HLD) on the sidelines of the 2025 Spring Meetings of The World Bank and International Monetary Fund. ? The HLD,?hosted in coordination with the Executive Office of the United Nations Secretary-General,?will focus on strengthening complementarity, coherence and coordination within the global climate finance landscape, building on key messages from COP29 – including strong political support, global solidarity to address global crisis, fostering collaboration among funding arrangements, supporting country-driven approaches to address climate challenges and inclusive transparency – to advance solutions for loss and damage for the most vulnerable nations. Amongst other things, the HLD will call for strengthening partnerships and fostering collaboration on funding arrangements, driving for country-led approaches and ensuring inclusivity and transparency in responding to climate related loss and damage. It will also explore practical strategies to maximize the effectiveness of existing funding mechanisms by minimizing overlaps and maximizing synergies while improving resource allocation and information sharing. ?? Climate challenges are increasing in frequency and severity, and countries at the frontline of climate change need our support. The decision to establish the Fund for responding to Loss and Damage (FRLD), a mechanism to provide financial support to vulnerable countries, was a significant milestone in climate finance negotiations, and a testament to our collective commitment to climate action. The FrLD will address the critical gap in global climate finance and will deliver rapid financing in the event of extreme climate events, facilitating recovery from escalating loss and damage. The Fund will also complement national and international response and recovery efforts. Much effort has gone into making the FRLD a reality, and significant milestones have been reached. The FRLD Board has been constituted, and The Philippines will host the Board. The World Bank was selected to host the Secretariate of the Fund for an interim period of four years and has signed both the Trust Fund and Host Agreements. Ibrahima Cheikh Diong is the inaugural Executive Director of the fund. The FRLD is committed to getting it right and reach communities hard-hit by climate shocks as quickly as possible. In addition to learning from other climate funds, the Fund will seek to harmonize the diverse voices and interests of its multiple stakeholders while fostering a bottom-up, country-led approach to climate response. Many challenges lie ahead! Climate change is a complex matter, and the needs on the ground are enormous. A continued global resolve is therefore necessary, and funding to facilitate operations is critical to deliver on expectations and reach communities for whom climate change is increasingly a matter of life or death. The Fund will pursue strategic partnerships with financial and implementation partners and is committed to getting resources where they are needed the most. Together, we can make a difference.

At the Finance in Common (FIC) Summit in Cape Town, #FRLD reaffirmed its commitment to supporting vulnerable nations facing the devastating impacts of climate change. We extend our gratitude to Rémy Rioux Chairman of the FIC and DG Agence Fran?aise de Développement for the invite. Participating in the high-level roundtable "Towards COP30: New mechanisms for scaling up sustainable finance - Our Executive Director, Ibrahima Cheikh DIONG emphasized the urgency to highly capitalize #FRLD to help meet demand and the critical need for bold, innovative financing solutions to respond to the growing impacts from climate losses and damages. #Strengthening our partnership with the Foreign, Commonwealth and Development Office In line with #FRLD’s stakeholders engagement plan, our Executive Director Ibrahima Cheikh DIONG led a team to hold, today in London ???? a series of high-level meetings with senior officials at the Foreign, Commonwealth and Development Office (FCDO), which oversees the UK contribution and relationship with #FRLD We are grateful to Mrs. Jenny Bates Director General of Economics, Climate and Global Issues at #FCDO for kicking off our London visit. Together, we spoke about several strategic matters that are directly relevant to #FRLD, including the need to strengthen global solidarity to address climate crisis, fostering coherence, complementarity and coordination within the climate funds, the differentiation of #FRLD within the climate funds, the urgency to build an #FRLD impact story by accelerating the launch of its early interventions and the diversification of financial instruments to respond to loss and damage in the most vulnerable nations. We further held a productive and more operational meeting with Gerard Howe an #FRLD board member, and his colleagues at the Department for Adaptation, Nature and Resilience at #FCDO. #Strengthening FRLD’s strong partnership with the #EuropeanUnion This week, in Brussels, Belgium ???? we held a series of productive engagements with the European Union-a significant contributor to the Fund for responding to Loss and Damage (FRLD). Our visit led by our Executive Director Ibrahima Cheikh DIONG underscored the #EU's commitment to the mandate of #FRLD.? We kicked off the visit with a meeting with European Union 's FRLD board and alternate board members under the leadership of #FRLD Board Co-chair, Jean-Christophe Donnellier. We exchanged on the current state of the Fund, its operating model options and strategic priorities as well as the expectations from our upcoming 5th board meeting to be held in April 2025 in Barbados. We also had the privilege of engaging with 20 Brussels-based climate related stakeholders, mostly from civil society organisations (CSOs). We updated them on the Fund's progress to date and gathered constructive comments on building transparent and inclusive relationships with the CSO. Our meeting with Kurt Vandenberghe, Director-General of the Directorate-General for Climate Action (DG CLIMA) was constructive and focused on strategic and operational matters of the Fund, including resource mobilisation and early interventions. He reiterated the European Commission 's unwavering commitment to the Fund and the critical importance of global solidarity in addressing climate crisis. We had a productive engagement with Ms #MarjetaJager, Deputy DG (DDG), International Partnerships (INTPA) and Carla Montesi Director of Green Deal and Digital Agenda at INTPA. Our discussions focused on forging strategic partnerships that could significantly enhance the Fund's response to climate-induced loss and damage. Finally, we held a constructive meeting with DDG #HansDas of DG ECHO (European Civil Protection and Humanitarian Operations). We focused on topics such as the link between responding to loss and damage and humanitarian assistance. During this meeting, DDG #HansDas also provided a fascinating tour of the #EU's situation room, giving us valuable insights into their coordinated response to various crises. As encouraged by our respective boards as part of their commitment to foster complementarity, coherence and coordination within the global climate landscape, we are absolutely thrilled to announce our decision to collaborate with the Santiago network in our shared mission to address the impacts of climate change, particularly for developing countries that are most vulnerable. During a recent meeting in Bonn, Germany, FRLD’s Executive Director,Ibrahima Cheikh DIONG and the Santiago Network’s (SN) Director, Carolina Fuentes had a highly productive discussion on exploring potential collaboration opportunities between our two institutions, emphasizing the importance of working together to fulfill our respective mandates more effectively. Together with SN, we agreed to focus our collaboration on the following key areas: 1?? Strengthening support for vulnerable nations to access critical resources and technical assistance to help enhance responses to loss and damage. 2?? Promoting and sharing information and knowledge across our networks to empower communities facing climate challenges. 3?? By aligning our efforts, we aim to minimize duplication, enhance our collective impact, and make climate action more accessible and effective for all.
