Secretary Blinken visited?the?Foreign Service Institute?(FSI)?in Arlington, VA,?to learn about training that foreign affairs professionals receive before leaving for their assignments. FSI Chief of Staff Laura Miller introduced the Secretary to some of the flagship training?facilities and?activities that?are utilized to prepare?students for their duties, whether domestic or?overseas. To kick off Hispanic Heritage Month, we proudly spotlight Foreign Service Officer (FSO), Pilar Quigua. Representing the United States in both Latin America and Asia, Pilar’s impactful career as an FSO highlights how diverse backgrounds and perspectives are an asset to diplomacy. Pilar points to her #multicultural heritage, her years pursuing #studyabroad, and her academic concentration in #internationaldevelopment and #socialwork as instrumental to broadening her perspective and preparing her for a #globalcareer in diplomacy. As an FSO, Pilar worked in Guadalajara, Ho Chi Minh City, Taipei, Beijing, and Washington, D.C. She pursued her Bachelor of Arts in Economics and International Development at McGill University and a Master of Science in Social Work at the Columbia University School of Social Work. “The Foreign Service opened the world to me. With my heritage, I assumed I would spend most of my career in U.S. embassies in Latin America. However, thanks to the Department investing in me and teaching me both Vietnamese and Mandarin Chinese, I have learned two new languages, discovered a new region, and represented the United States in Vietnam, Taiwan, and mainland China. During National Hispanic Heritage Month, we recognize a few or our colleagues who broke barriers and made a difference in U.S. diplomacy. Meet a few of them. ? Mari Luci Jaramillo was born in New Mexico to a mother of Hispanic descent while her father was an immigrant from Mexico. Before joining the State Department in 1977 as the first Latina to serve as Ambassador, she was a teacher and advocate for education reform and civil rights.? ? When Lino Gutiérrez joined the U.S. Foreign Service in 1977, he was the only Latino in his class. During his 30 years in the U.S. Foreign Service, Gutiérrez served in the Caribbean, Europe, Latin America, and Washington, D.C., including ambassadorships to Nicaragua and Argentina. ? Liliana Ayalde started her international career in Dhaka, Bangladesh in 1982 and during her nearly 40-year-career she held senior positions at State and USAID with? assignments in Guatemala, Nicaragua and Bolivia with USAID and ambassadorships to Paraguay and Brazil.? ? Luis Arreaga was born and raised in Guatemala before immigrating to the United States. Decades later he became Ambassador to Guatemala. Before his nomination as Ambassador to Iceland, he led the Department’s efforts to recruit and hire what was at that time the largest increase in Foreign Service personnel in Department history.
