In May of 1987, a group of property recovery detectives within the Tampa Bay area, formed the first property recovery unit in the United States. They gathered to answer an age-old problem plaguing law enforcement, “How can law enforcement increase the recovery of stolen property and place the guilty in jail?” The detectives realized that property crimes were continually increasing, and the resources needed for these investigations focused on the suspect(s) and the stolen property. This group of detectives realized the need to utilize the “Dynamic” approach which focuses on property rather than relying on the arrest of the criminal. The detectives realized that a “Fence” was a major part of the problem and by using a “Fence” the criminals were able to convert the stolen property to cash. The “Fence” would bear the burden of selling the property to new property owners. Sometimes the new owners were unsuspecting of the property’s origin, due to the reputation of the seller. This group recognized that information exchange on a statewide level was necessary to effectively track stolen goods, match recovered goods to victims, and apprehend criminals. The group decided to formally organize the “Florida Law Enforcement Property Recovery Unit” (FLEPRU), as the group is known, has divided the state into five regions, each having a District Director. Over the last thirty (30) plus years FLEPRU has evolved and broadened the type of investigations we focus on as an organization. These topics include, Organized Retail Crime (ORC) investigations, auto/marine investigations, social media investigations, economic/cybercrimes investigations, robbery investigations, interviewing & interrogation methods, and topics dealing with the mental health and wellbeing of those within our professions. We are very saddened to learn of the passing of Mr. Rosen. Our deepest condolences go out to the family and all of those directly impacted, as we are aware of his reach and larger impact within the community. As many of you know, the Rosen Plaza has been our home and preferred location to host our yearly conference for the last decade or more. In 2022 Mr. Rosen himself graciously accepted our business partner of the year award for the amazing hospitality and support his organization has shown us and the Law Enforcement community as a whole. His leadership and gracious contributions and support of our organization and community will be missed.

Her meticulous work has supported key investigations and prosecutions, ensuring that offenders are brought to justice and that victims receive the restitution they deserve. Nicole's passion for solving crime, combined with her dedication to advocating for victims, makes her a truly exceptional analyst. She not only contributes to the mission of FLEPRU but also elevates the entire investigative community with her collaborative spirit and relentless pursuit of justice. We would like take a moment to recognize and congratulate the outstanding achievement and hard work of FLEPRU's Detective of the Year, Detective Chris Apple with the Palm Beach Sheriffs Office. Detective Apple partnered with numerous Retail Loss Prevention Investigators and other Florida LEO agencies. Together they identified hundreds of retail thefts committed by multiple boosters. They also reviewed financial records and conducted surveillances, identifying a 2nd level Fence. As a result of the investigation, approximately $1.2 million in recovered stolen merchandise was recovered and the seizure of approximately $600,000 in cash and jewelry. Fourteen co-conspirators were arrested and face RICO charges. More than 150 cases were cleared by arrest and over 50 other boosters were identified. During the investigation, over 23 search warrants and over 50 subpoenas were drafted. Detective Apple co-authored a 199 page probable cause affidavit to support the 14 arrest warrants for RICO Violations under named operation, “On the Fence,” which drew media attention and a press conference with Attorney General Ashley Moody.
