The Global Initiative for Fiscal Transparency (GIFT) is a global network that facilitates dialogue between governments, civil society organizations, international financial institutions and other stakeholders to find and share solutions to challenges in fiscal transparency and participation. It works through advocacy and high-level dialogue, peer-learning and technical collaboration, research, and tech for participation. GIFT is administratively housed in IBP, a nonprofit organization regulated by the US laws, complying as such with all financial and administrative policies and procedures of the host organization.

  • ?? Celebrating Champions of Fiscal Openness! ?? On the sidelines of the #OGPAsiaPac Regional Meeting, GIFT, represented by its Communications and Outreach Coordinator, Marianne Fabian, was proud to recognize outstanding efforts in advancing fiscal transparency, participation, and accountability through our GIFT Course Awards! ? GIFT Champion and Leadership Awards were presented to the Procurement Service - PhilGEPS, represented by ED Genmaries Entredicho-Caong and former ED Dennis Santiago (now Managing Director at Bangko Sentral ng Pilipinas). PS-PhilGEPS has registered the most number of graduates under the GIFT fiscal openness capacity-building program at an institutional level, to date. ?? Three outstanding graduates of the GIFT online course were also recognized during the handover ceremony. ? The GIFT Network Award for Championing Capacity Building in Fiscal Openness was also awarded to the Government Procurement Policy Board - Technical Support Office (GPPB-TSO), as received by ED Rowena Candice M. Ruiz. Their commitment to transparency and accountability, especially through their partnership with GIFT to offer courses via the Procurement Professional Online (PRO) Hub, is a milestone worth celebrating! To push the open budgeting agenda forward, a collaborative approach is essential—uniting governments, civil society, the private sector, and international development partners. Together, we can drive impactful change by focusing on these key actions: 1?? Build Public Trust: Create inclusive opportunities for citizens to engage across the budget process. Strengthen monitoring and oversight to ensure budget decisions are implemented as promised, with clear explanations for any deviations. 2?? Enhance Oversight: Empower legislatures and independent auditors to improve accountability and prevent executive overreach or abuse. 3?? Promote Transparency: Reform-minded governments should collaborate with international actors to disclose better information on budgets, debt, and fiscal risks, fostering a race to the top in transparency. 4??
