In the critical first minutes of an attack, first responders don’t have time to open apps and scroll through digital floor plans. They need immediate access to a simple, clear paper map to navigate the building as quickly as possible. ?? ?? ?????????? ???????? ???????? ?????????? ?? ?????? ???????????????????? Organizations should post paper maps in a plastic sleeve in key areas—such as the lobby—so responding officers can grab one instantly. At almost no cost, this small step can mitigate deadly delays. ?? ?????????????? ???????? ?????? ???????? Lack of building information has been a recurring issue in major attacks: ?? Columbine High School (1999) – The Columbine Commission reported, “Their initial information about the building’s layout was in fact based on sketches that school officials made for them, using the hood of a police car as a desk.” ?? Oberoi Hotel, Mumbai (2008) – An after-action report on the Mumbai terrorist attack stated, “Non-availability of the layout of the hotel or any assistance from the staff made it difficult for the team to make quick progress.” ?? Virginia Beach Government Center (2019) – Police were unfamiliar with the building’s layout, and “Building 2 redesigns and other current construction within the building were not incorporated into the floor or evacuation plans. For example, Building 2 was described by some as three floors and by others as four floors (as documented in the Building 2 evacuation plan), which could have contributed to some confusion that day by first responders.” ?? Robb Elementary, Uvalde (2022) – A map used by police commanders was “later found to omit some details, including the adjoining doors between classrooms 111 and 112.” This missing information complicated tactical planning. ???????? ???? ???????????? & ???????? ???? ?????????????? Four Puerto Rican Nationalist terrorists opened fire from the visitor’s gallery above the House chamber, wounding five Congressmen. Despite the decades that have passed, this attack highlights key themes we continue to see in mass attacks today: ?? ???????????? ?????? ????????????: Witnesses initially dismissed the gunfire as firecrackers. Rep. James Van Zandt also intervened, running up the stairs to disarm a shooter and kicking another attacker as someone else wrestled away the weapon. Their actions undoubtedly saved lives—but they are not alone. According to Advanced Law Enforcement Rapid Response Training (ALERRT), 15% of mass attacks are stopped by members of the public.   • Last week, the Las Vegas Metro Police Department released a 256-page report detailing the deadly attack at UNLV. On December 6, 2023, an attacker opened fire inside Beam Hall, killing three people. The attack ended when officers confronted the shooter outside the building. The report highlights several key observations and lessons learned: ???????????????? ???? ???????????????? ??????-????????????????:?The attacker carried campus maps and laminated hit list cards containing names, photos, and room locations of potential targets. ?????????????? ????????????:?As happens in most attacks, several individuals in the building initially mistook the sound of gunfire for balloons popping or other non-threatening noises. One man, despite hearing the fire alarm, seeing officers rush into the building, and witnessing a gunshot victim, believed the entire scene was an emergency drill. ???????????????? ????????????: Several occupants shouted warnings such as "Active shooter!" to alert those nearby. One civilian ran through the hallways, pounding on doors and warning others. An employee activated the fire alarm, likely in an attempt to notify building occupants (note: activating a fire alarm during an attack is not recommended). Additionally, many received alerts through the university’s mass notification system. ??????, ????????, ??????????:?Students and staff employed various survival strategies: ? A professor secured a door using a belt tied to a nearby table. ? Others barricaded doors with furniture. ? At least one person hid in a walk-in refrigerator, while others found shelter in various rooms. ? Many fled the building, and one student stood ready by a door with a chair, prepared to fight if necessary. ?????? ?????????????????????? ???????????????????? ? ?????????????????? ???????? ????????????:?LVMPD dispatch received 113 emergency calls related to the attack, while UNLV’s dispatch handled an additional 70 calls. ? ?????????????????? ??????????????????: A Nevada DMV law enforcement investigator, part of a four-person contact team, accidentally discharged his weapon into a third-floor window. ? ???????????? ??????????: Officers breached numerous doors during the search operation. ? ?????????????????? ?????????????? ??????: Officers applied a tourniquet to a wounded individual and transported him in the back of a police car to a waiting ambulance. ? ???????? ????????????????????:?At least 398 people were contacted by police during the evacuation. ? ???????????????????? ???? ???????????????? ?????? ??????????????????????????:?Over 1,000 law enforcement officers were involved in the response and investigative phases, demonstrating the scale and complexity of managing such incidents.     Another mass attack, this time in Austria, with familiar patterns. The attack appears to be linked to the Islamic State (IS). As seen in many incidents worldwide, it was members of the public who acted swiftly to prevent further bloodshed. When law enforcement is minutes away, the responsibility to respond falls on the public—because in these situations, every minute matters.

  • Seven years ago today, a tragic attack at Marjory Stoneman Douglas High School claimed the lives of seventeen individuals, most of whom were students. From this tragedy, numerous lessons were learned regarding school security and law enforcement response. After-action reports revealed significant failures, including the failure to engage the shooter immediately, lack of effective command and control, and poor communication among agencies, while also highlighting the need for stronger school security, improved threat assessment, and better training for both staff and first responders to ensure more effective and coordinated responses in the future.

  • During mass attacks, it is increasingly common for the wounded to be transported by private vehicles to local hospitals. Incident commanders must anticipate that these hospitals will quickly become secondary crisis sites and deploy public safety task forces without delay. ?????????? ???? ?????????????? ????????????????, ?????? ??????????: The Nevada Hospital Association reported that "?????? ???????????????? ???? ?????? ?????????????? (?????????????????????????? 800) ?????????? ?????????? ?????? ???????????????????????????? ???? ???????? ??????????????????," with hundreds arriving in private vehicles. The overwhelming demand for medical care led to one hospital experiencing a quarter-mile-long line of cars attempting to access its parking lot. Additionally, for every patient treated that night, an estimated 4-6 others arrived to support their loved ones. Effectively managing the influx of self-transported patients, concerned family members, media, and other bystanders requires immediate intervention. Deploying teams of police, EMS, and fire personnel to hospitals is essential for maintaining order. Law enforcement should regulate traffic, gather witness statements, collect physical evidence from the wounded, and ensure site security. Meanwhile, EMS and fire personnel can assist with triaging incoming patients in hospital parking lots or lobbies, enabling emergency room staff to focus on the most critical cases and preventing system overload.
