Inequality is often expressed as the gap between the earnings of those at the 10th and 90th percentiles of the distribution. But to better understand where inequality is changing, we can look at the gap between the earnings at the bottom and the middle, and the middle and the top. These earnings ratio statistics from Income Distributions and Dynamics in America show that in all of these states, the gap between the 10th and 90th percentiles has fallen. This is driven by a narrowing of the gap between the 10th and 50th percentiles, while the gap between the 50th and 90th percentile has narrowed less and in some states it has increased. How might “administrative burdens”—a term for the frictions people experience when they seek to interact with public programs—affect workers’ access to unemployment insurance (UI) systems? To identify state-by-state variations that might inform that discussion, we documented UI application processes for all 50 states and Washington, D.C. Our review revealed differences on multiple fronts, including language accessibility, mobile-friendliness, and hours of availability. We also looked into how administrative burdens may impact certain groups of individuals. The findings suggest which populations are disproportionately likely to feel their effects.
