The Federal Railroad Administration (FRA) is an operating administration of the U.S. Department of Transportation and was created by the Department of Transportation Act of 1966 (49 U.S.C. 103, Section 3(e)(1)). The purpose of FRA is to: promulgate and enforce rail safety regulations; administer railroad assistance programs; conduct research and development in support of improved railroad safety and national rail transportation policy; provide for the rehabilitation of Northeast Corridor rail passenger service; and consolidate government support of rail transportation activities. Today, the FRA is one of ten agencies within the U.S. Department of Transportation concerned with intermodal transportation. It operates through seven divisions under the offices of the Administrator and Deputy Administrator.

Learn how we’re helping Federal Railroad Administration (FRA) reduce toxic pollutant and greenhouse gas emissions—and reduce impacts on railyard workers and neighboring communities through the Locomotive Emissions Comparison Tool. The tool also helps stakeholders with National Environmental Policy Act (NEPA) compliance and helps FRA align with Executive Order 14057 to decarbonize and “green” its facilities and operations. It aligns closely with the White House’s Justice40 initiative to reduce disproportional environmental impacts. Last month, FRA Executive Director Michael W. Lestingi was a panelist during the 2024 RSI Expo & Conference in Chicago, Illinois. He was able to discuss the $66 billion historic investment in rail infrastructure under the Biden-Harris Administration. Executive Director Lestingi shared the FRA’s commitment to rail safety and investments in expanding passenger rail across the nation.??

FRA Regional Outreach & Project Delivery Southeast Project Manager David Johnson was honored to attend the R.J. Corman Bluegrass Multimodal Project Groundbreaking in Frankfort, Kentucky earlier this month. This multimodal project was supported by a $7.4 million CRISI grant to aid in the construction of a rail-to-truck transload facility, the rehabilitation of track on the mainline between Frankfort and Lexington, and improvements to the main yard and transload facility in Lexington.??

This week, FRA hosted Rail Share, an annual event each of the last two years, where rail industry professionals, regulators, and safety experts have an opportunity to collaborate, share insights, and discuss best practices to make rail safer. ? FRA Administrator Amit Bose addressed attendees in Ft. Lauderdale, FL, this morning, joining FRA Associate Administrator for Railroad Safety & Chief Safety Officer Karl Alexy and several FRA safety staff who led discussions and breakout sessions during the successful event.

FRA Administrator Amit Bose was pleased to join Midwest Interstate Passenger Rail Commission yesterday at their annual Meeting in St. Paul, MN, where he talked about grants announced under the Biden-Harris Administration that will benefit the region, including FRA Fed-State National grants to improve Chicago Union Station, multiple Railroad Crossing Elimination grants to make highway-rail crossings safer in 8 Midwest states, more than $661 million in CRISI grants to upgrade supply chains and freight rail across the region, and 20 proposed passenger rail corridors identified through the Corridor ID to drive future growth. These grants are in addition to recently announced U.S. Department of Transportation MEGA and INFRA grants and more than $3 billion in USDOT rail projects moving forward in the Midwest.
