The United States Federal CIO Council is the principal interagency forum to improve agency practices related to the design, acquisition, development, modernization, sustainment, use, sharing, and performance of Federal Government information technology (IT). The CIO Council aspires to promote a bright and prosperous future for the United States through the strategic use of Federal Information Technology. It seeks to drive efficiency and effectiveness across Government, spurring innovation, protecting and defending our resources and more effectually bringing Government services to Americans. The CIO Council is comprised of Chief Information Officers at each Federal agency, and led by the Federal Chief Information Officer (CIO) of the United States.

#ICYMI Consistent with Section 5 of Executive Order 13960, “Promoting the Use of Trustworthy Artificial Intelligence (AI) in the Federal Government,” and under the Advancing American AI Act and OMB Memorandum M-24-10, Advancing Governance, Innovation, and Risk Management for Agency Use of Artificial Intelligence, Federal agencies are required to inventory their #AI use cases and share their inventories with other government agencies and the public. ?? The Office of Management and Budget released Implementation Guidance for the Federal Data Center Enhancement Act. Consistent with the Federal Data Center Enhancement Act of 2023 (FDCEA) the memorandum provides guidance to Federal agencies on how to enhance the reliability and resiliency of agency data centers. It connects existing policies, risk management frameworks, and standards that agencies should use for the effective acquisition, design, and management of data centers and centralizes agency data center investment decisions. Guy Cavallo, Chief Information Officer at the U.S. Office of Personnel Management (OPM), announced he is retiring from federal service. “This is my last week as OPM’s CIO as I am retiring next weekend. I leave OPM as the longest serving CIO since 2010, passing over nine previous CIOs in seniority. I am so proud of the tremendous run by my team to transform the CIO organization and lead OPM’s IT modernization.” On behalf of the U.S. Federal Chief Information Officers (CIO) Council, thank you for your service. We wish you the best and success ahead. ????
This is my last week as OPM’s CIO as I am retiring next weekend. I leave OPM as the longest serving CIO since 2010, passing over nine previous CIOs in seniority. I am so proud of the tremendous run by my team to transform the CIO organization and lead OPM’s IT modernization. Some of our accomplishments over the past 4 years include: ·??????Obtaining OPM’s first ever “A” in the FITARA scorecard, improving from the “C+” in 2020. The FITARA scorecard is a federal government IT measurement scorecard developed by the House Oversight and Government Reform Committee and the Government Accountability Office. ·??????Significantly improved our GSA Customer Service rating of the CFO Act agencies by moving up to one of the top ten agency IT organizations, climbing from being rated as one of the bottom five. ·??????Raised our Federal Cybersecurity Progress Report scorecard by 30%. ·??????Improved our FISMA audit scorecard measure by over 50%. ·??????For the first time in over 20 years, had the IT Material Weakness finding reduced for OPM’s Annual Financial System Audit Report ·??????Completing a two-year sprint to the cloud that moved most major OPM information systems from on-premises data centers to the cloud. This includes heavily used applications like USAJobs.gov and Performance.gov. ·??????Successfully launched the Postal Health Benefit System (PSHBS), the first federal health insurance system implemented since the Affordable Cares Act. PSHBS serves 1.7M+ postal workers and retirees and had no unscheduled down time during this fall’s open season. ·??????Finally, not only did my team accomplish these and much move, a tribute to my executives and supervisors is validated by the huge improvement in our annual Federal Employee Viewpoint Survey (FEVS) results. The FEVS survey is distributed to all employees to provide evaluation scores about the agency, leadership, communications, work/life balance, and many other measures. Over the past four years we raised many of those measurement scores by upwards of 40%. For example, the measure “I recommend my organization as a good place to work” increased by 46%! I am incredibly proud of these and many other accomplishments of my OCIO team. It is hard to leave such a dedicated, hardworking team, but I am confident that they will continue to be one of the best IT organizations in the federal government! As for me, this is the end of my federal career, but not the end of my journey. I will continue my IT career in the private sector and will reveal more details about that in the coming weeks. #OPM

In this role, he provides strategic leadership for IT capital planning, project initiatives, talent acquisition, and enterprise-wide services to advance the department’s mission-critical work. Before serving as Acting CIO, he was Deputy CIO for Administration and Strategy, overseeing IT programs and planning for operational infrastructure and providing strategic, tactical, and managerial leadership to federal and technical staff. Congratulations and welcome, Thomas N. Flagg, MBA, MS, PMP?, ITIL?-F, CSM?, the new Chief Information Officer at the U.S. Department of Education. Thomas brings over two decades of business and information technology knowledge in the private sector and government experiences. Before his new role, he served as the Director of Business Application Services within the Office of the Chief Information Officer at the U.S. Department of Labor (DOL), where he led a team of three executives, approximately 120 federal and 600+ contract staff in building and delivering business applications to the 26 DOL subcomponent mission agencies and the public. We look forward to following Thomas’ journey and sharing more of his successes to come.
