Federal Budget IQ's Becky Leggieri provides a sense of Pentagon priorities under SECDEF Hegseth this week. Those include an enhanced role in supporting DHS in controlling the southwest border, an increase in utilization of Guantanamo Naval Station, and missile defense. But, importantly for the defense industry, the border mission and GITMO increases aren't funded under the current FY25 continuing resolution keeping the government open and operating. That means that DOD will have to reprogram funds from other activities. To the extent that the bill-paying activities rely on contractors, that's a short-term risk. Federal Budget IQ's Maureen Holohan lays out the odds and implications of a potential partial government shutdown next month. The current continuing resolution (CR) for FY25 (the year that began last Oct. 1) keeping the government open and operating expires March 14. The options for March 15 are 1) Congress passing another CR, for part or all of FY25; or 2) A shutdown, which could last between a day (until another CR is enacted) to several weeks or more. Negotiations are underway and House passage of a budget resolution/blueprint may help return the focus to FY25 appropriations, but more drama is likely before agreement is reached between the House an Senate. The last long shutdown,?2018-2019, was enormously disruptive and had significant economic repercussions. Congress wants to avoid a repeat but there are enormous differences between Democrats and Republicans, the House and the Senate, and even within the respective House and Senate Republican caucuses. The deadline of March 14 when the current continuing resolution (CR) expires is only part of the story. Federal Budget IQ's Charles Kieffer broke down the disaster response supplemental budget request from the Biden Administration. The original request of $98.6 billion has now been augmented. On November 27, 2024, the Biden Administration transmitted additional requests totaling $16.1 billion for repairs to federal facilities. The $98.6 billion request—primarily responses to Hurricane Helene and Hurricane Milton—are extensive. They include: $40 billion for FEMA's Disaster Relief Fund; $21 billion for USDA for crop and livestock losses; $12 billion for the HUD Community Development Block Grant Disaster program; $8.1 billion for DOT; and billions for other agencies and programs. Kieffer breaks down the request, likely legislative approaches for passage, and hurdles it will face on Capitol Hill. There is no question that the package will be trimmed though where and by how much is up in the air.
