Family Impact Fund

Challenge: In 2013, Charlotte was ranked “50th out of 50 in economic mobility among the largest US cities.” In 2017, the Economic Opportunity Task Force released a report that specified three major determinants: 1. Early Care & Education, 2. College and Career Readiness, and 3. Child and Family Stability, each with strategies to address the disparaging “achievement gap” and “opportunity gap” in our community and to improve upward mobility. Response: The Family Impact Fund (FIF) addresses the three aforementioned determinants by following three specific strategies. 1) Make investments to ensure children from birth to age five have access to quality early childhood care and education. 2) Support first-generation and other low-socioeconomic students who need help transitioning to and completing post-secondary education. 3) Help families get on and stay on a path to a living-wage income and asset building. Vision: Access to high-quality early education and child care interrupts the cycle of poverty, empowering two generations at a time. Parents realize financial sustainability and children are prepared for kindergarten, positioning families for a lifetime of success. Mission: The Family Impact Fund provides tuition assistance to children from low-income families for high-quality early education and child care, helping parents maximize their employment or continue their education. Program: FIF directly and indirectly provides funding for children on the Federal Child Care Subsidy waiting list to access high-quality (4 and 5 star-rated), full-day/year-round education and child care. As of 8/2/18, the waiting list was 1,567 children in Mecklenburg County. FIF attacks from two angles: 1) we clear the bottleneck at the high end of the spectrum by providing financial incentive to parents at the so called "benefits cliff" to take their next step, so that 2) FIF and FCCS funding will be available for families on the waiting list.
