Todd's career highlights include his role as Cabinet Secretary of the North Carolina Department of Adult Correction (NCDAC), where he oversaw a $2.1 billion budget, 30,000 incarcerated individuals, 85,000 offenders under community supervision, and 20,000 employees. His leadership in safety, rehabilitation, and innovation has made a lasting impact. Todd also served as Commissioner of Prisons for the North Carolina Department of Public Safety and spent three decades with the Ohio Department of Rehabilitation and Correction. He holds a BA in Organizational Management and has received numerous prestigious awards, including the Michael Francke Career Achievement Award and the Honorary North Carolina Long Leaf Pine Award. We are thrilled to welcome Dave Mahoney to the Falcon team as our new Senior Expert! With over 41 years of distinguished experience in law enforcement, Dave has made significant contributions to public safety and community trust. Dave's career in law enforcement began with the Village of Cross Plains Police Department and the City of Middleton Police Department before joining the Dane County Sheriff’s Office, where he dedicated 40 years across various divisions, including Security Services, Support Services, and Field Services. Dave served four terms as the Dane County Sheriff. His extensive experience also includes serving twelve years as a local, state, and national labor executive officer.?? Dave is a recognized leader on the issue of incarceration of the mentally ill, having written multiple articles and appeared in the media on this critical subject.? Dave has served on multiple national, state, and local committees, including the National Sheriffs’ Association, Major County Sheriffs of America, and the Governor’s Council on Wisconsin Homeland Security.?? We are excited to have Dave as part of the Falcon team, where he will continue to apply his extensive knowledge and experience to advance public safety.

Dr. Cadreche brings a wealth of experience and expertise in correctional health, behavioral health and substance use services administration. With a doctorate and master's degree in psychology, Dr. Cadreche is a seasoned clinical psychologist with over 25 years of experience leading local, state and international correctional teams. Dr. Cadreche has held several key positions, including Chief of Psychology, Mental Health Director, Clinical Director and Assistant Commissioner of Rehabilitative Services for the Tennessee Department of Correction (TDOC). ? She has most recently served as the Regional Mental Health Director for a large healthcare vendor in the Florida Department of Corrections.?? ? She is a long-time member of the American Correctional Association (ACA), has chaired the Behavioral Health Committee, has served as Health Commissioner of Accreditation on the Board of Governors, and on the Performance and Standards Committee and has trained on international best practices based on the ACA International Correctional Core Standards in Colombia, El Salvador and Argentina. ??? ? Carol began her journey as a Correction Program Officer in the Massachusetts Department of Correction back in 1987. Over the years, she climbed the ranks, demonstrating exceptional leadership and dedication. Her appointment as Acting Commissioner on December 6, 2018, followed by confirmation from Governor Baker on January 22, 2019, highlights her outstanding contributions.? Carol holds a Bachelor of Arts from Westfield State University, majoring in Psychology with a minor in Criminal Justice. She also earned a Masters degree in Public Administration from Suffolk University, graduating Cum Laude.? Carol’s dedication extends beyond her impressive resume. She’s a graduate of the Executive Excellence Program with the National Institute of Corrections. Her involvement in various committees and expert panels, at both local and national levels, highlights her dedication to advancing the field of corrections.?
