Erie County is located on the western border of New York State along Lake Erie, part of the Buffalo-Niagara Falls Metropolitan Area. With almost one million residents, the county covers 1,058 square miles and consists of three cities and 25 town governments. Erie County is governed under a "home rule" charter which separates legislative and executive functions. County Executive Mark C. Poloncarz, elected to a four-year term, is the chief executive officer of the county. The County Legislature is the county's governing body, consisting of 11 members elected to two-year terms. Other elected positions are Comptroller, Clerk, District Attorney, and Sheriff. Erie County government employs over 5,600 individuals and has an annual budget of $1.45 billion. Erie County administers vital public services, provides law enforcement and maintains public infrastructure for its roughly one million residents. The Erie County Executive is Mark C. For #WomensHistoryMonth, today we feature the legacy of Buffalo's Elizabeth Coe Marshall, creator of the home health industry. With no family free to assist her after breaking an ankle, Marshall was able to hire a nurse, but soon recognized the widespread problem of those in a similar predicament but less-fortunate: people sick or injured but not requiring hospitalization, and without the availability or means to hire an experienced caretaker. Inspired by Clara Barton & Florence Nightingale, and committed to the belief that everyone should have access to quality healthcare regardless of ability to pay, in 1885 Marshall founded the Visiting Nursing Association—the first entity of its kind in America—effectively establishing the nation's home health care industry.
