    Last Sunday, Drew Siebenaler, Senior Engineering Manager of Transmission Planning Utilities at EPE, dedicated a full day to the 2025 NARUC Winter Policy Summit in Washington, D.C. His mission? To deliver educational sessions on FERC Orders 1920 and 1920A on behalf of EPE to U.S. state regulatory staff as part of a 7-hour training workshop. Attended by 50 state commissioners and agency staff from around the country, the interactive workshop was designed to help states navigate FERC Orders 1920 and 1920A’s requirements for cost allocation and regional planning of electric transmission. Drew conducted two 45-minute educational sessions and facilitated discussions among attendees on how best to approach the new opportunities granted in the order. The workshop, which was supported by the U.S. Department of Energy’s Grid Deployment Office, gave participants a better understanding of approaches successfully taken in other regions, identified areas of influence, and provided resources available to commissioners for additional support. NARUC members found the workshop highly engaging, with several attendees offering enthusiastic feedback and expressing deep appreciation for the value brought to them by EPE. EPE is happy to partner with states to provide educational sessions like these on the tools and techniques available in each planning region, with the goal of empowering regulators to be more effective in their advocacy efforts.     EPE is excited to share that two senior staff members of EPE recently participated in the preparation of Berkeley Lab Energy Markets and Policy team’s new report,?State Requirements for Electric Distribution System Planning. Cody Davis, Senior Principal Engineer of Distribution Planning & Grid Modernization of EPE, and Julieta Giraldez, Director of Integrated Grid Planning, Transmission Planning Utilities, both served as reviewers for the forecasting and hosting capacity sections of the report. The report explores integrated distribution system planning requirements and practices across different states and provides a wealth of timely information on leading practices for a wide variety of distribution planning topics, including forecasting, hosting capacity, grid modernization, and non-wires alternatives. The work described in the report, which was published in December of 2024, was conducted at Lawrence Berkeley National Laboratory and supported by the U.S. Department of Energy’s Office of Electricity. EPE is proud to have played a thought-leadership role in the project. Companion pieces include an online catalog of state distribution planning requirements and an interactive decision framework for integrated distribution system planning.
