Thanks to Offshore Magazine for providing a "non-partisan" industry platform to analyze the new Administration's Executive Orders and determine how they may impact offshore energy projects, and federal funding, that have no relation to the "Green New Deal". The offshore energy industry is one of the most innovative industrial sectors in the world, as oil production moved into deeper water, more challenging environments and developed new technologies. Currently, one of our largest challenges is addressing an industry failure that has plagued six executive administrations - how to cost effectively and safely decommissioning of over 2,700 wellls and 500 offshore structures that are well passed their end of federal leases. The January 2024 GAO report stated that the total estimated decommissioning costs as of June 2023, were $40-70 billion, for which BOEM only held approxiamately $3.5 billion in supplemental bonding. Decommissioning liabilities are not new, and the industry has dealt with the issue by conveying these assets/liabilities to smaller and less financially capable companies. My lawfirm worked companies that sold or purchased these assets, which occasionally resulted in large amounts of unpaid legal fees being tied up in bankruptcies. Decommissioning/abandonment liabilities are now coming back to predecessors in interest that have the financial capability to address these asset retirement obligations, but without the offsetting prouction to soften the financial ARO burden. Fortunately, the industry is exercising its innovative and analytical capapbilities by determining how many of these end of life assets can be repurposed for other uses. Some of these repurposed capabilities could involve CO2 storage in the vast saline reservoirs in the GOM, tidal and wave energy generation, as well as nuclear energy generation utilizing small modular reactors. Sure - all these sound strange, but this industry has always risen to the challenges posed by offshore environments, capabilities and financial cost. Addressing the failure to effectively decommission offshore structures will be accomplished through innovation, risk analysis and financial investments - just as the the industry, and its regulators, overcame previous hurdles. The odds, and industry standards, indicate that, of the hundreds of existing structures, a great number of them will be suitable for repurposing for various activities. The University of Houston ROICE (Repurposing of Offshore Infrastructure for Continuing Energy) is a university/industry group that draws upon many decades of industry experience in the offshore sector to repurpose end of life assets. ROICE Project has been invited back to the 2025 Offshore Technology Conference to present its further technical findings and commercial frameworks . These projects may not be "green", but they have substantial potential to be new and fascinating deals to address the current decommissioning challenges in the GOM.
