New Social Accountability Onboard Paper | White Paper ! I am thrilled to announce the publication of the article: "ENSURING SOCIAL ACCOUNTABILITY IN TUNA FISHERIES: LESSONS LEARNED FROM THE PACIFIC | JANUARY 2025" by the Australian National Centre for Ocean Resources and Security (ANCORS), University of Wollongong, and PNG Fishing Industry Association This paper aims to respond to the question of what lessons can be drawn from the results of third-party audits regarding the potential value of social accountability certification in improving the welfare of fishing crews in trans-national fisheries. This paper discusses that in the absence of formal governance requirements, companies often use third-party tools such as certifications to address market demands and ensure social accountability (Lout, 2023). While the ability of certification tools to protect the rights of fishers has been questioned (Lout, 2023), we suggest that private certification can be a useful addition to the suite of tools that seek to achieve social accountability in the fishing industry. We believe that these findings also contain valuable insights for other fleets who are considering whether or not to undertake social accountability certification. Members of the Western and Central Pacific Fisheries Commission (WCPFC) have been working for nearly a decade(!) to develop electronic monitoring standards. At their meeting this week in Fiji, countries should seize their chance to finally get the job done by: 1) Adopting robust EM standards and minimum data fields that ensure countries are effectively collecting the right information to support both science and compliance 2) Requiring that members meet ALL the EM requirements in order to receive quota increases 3) Agreeing to collaborate over the next year to develop the details of a Commission EM program that will define the roles and responsibilities of the Secretariat and the Members and ensure that EM information is verified and audited
