Recently, we connected with a few state teams—primarily from Republican-led states—to gain insight into what a possible shift to block grants might look like. Here are a few highlights: ?? Flexibility: Unlike categorical grants, block grants give recipients more flexibility in how the funds are used, though they are still tied to broad policy areas like education, health, or housing. ?? Accountability Requirements: While they come with fewer federal restrictions, states will take the place of the federal government ensuring funds are a) driving equity and b) driving outcomes ?? Shift in Oversight: States are primarily responsible for administering and overseeing how block grants are distributed and utilized, which may lead to increased state-level requirements and oversight. ?? Application Process: School districts will need to apply and qualify for funding through a competitive process and assessment, justifying their needs and detailing how the funds will be used. ?? Impact on Local Entities: Block grants can increase the administrative burden on local governments or districts, as they may have to demonstrate need, comply with state-level regulations, and provide regular updates and detailed reports on fund usage to the state for transparency.     ?? We’re diving into federal Funding for K-12! One of the biggest federal funding sources for K-12 education stems from the Every Student Succeeds Act (ESSA). According to ESSA, “The purpose of this title is to provide all children significant opportunities to receive a fair, equitable, and high-quality education, and to close educational achievement gaps.” ESSA plays a key role in leveling the playing field through grants such as Title I (targeting schools with high percentages of low-income students), Title II (improving quality teacher instruction), and Title IV (Improving student academic achievement). These funds improve educational equity, enhance teacher quality, and provide services for disadvantaged students. Alongside ESSA, there are some other important programs funded federally, including: 1. Individuals with Disabilities Education Act (IDEA): ?? Supports students with disabilities, ensuring they receive the appropriate education and services they need. 2. National School Lunch Program (NSLP): ??? Helps schools offer free or reduced-price meals to students from low-income families. 3. Technology and Infrastructure Grants: ???? Improving technology access and upgrading school facilities. 4. Perkins Funding: ???? Preparing students with skills needed for high-demand careers in secondary and post-secondary institutions through Career and Technical Education. We will cover the full ecosystem, starting with the basics of K-12 education funding, which comes from three main sources: federal, local, and state funding. So, what sets these funding sources apart? Let’s dive in and explore together! ?? Local Funding: ?? Local funding often reflects the demographics of school districts because it stems from property taxes. Thus, higher-income areas typically have more resources to invest in education, while lower-income areas have less, creating a need for other entities to enable a more equitable system. State Funding: ??? State governments balance some of these disparities by providing funds based on various formulas. There are approximately five different formulas that states rely on to determine per-pupil funding, and most make adjustments to account for different student needs. You’ve probably seen state education funding in the news recently, as many states consider adjusting their funding formulas to better drive student outcomes. Federal Funding: ???? The federal government strives to level the playing field through targeted legislation such as ESSA, the Every Student Succeeds Act, with programs such as Title I, which focuses on supporting low-income students and bridging the funding gap. All three funding sources—federal, state, and local—work together to create a cohesive strategy for supporting education. Understanding the complex relationships in education funding is essential to addressing gaps.
