We offer full service capability, from initial baseline environmental studies through environmental planning review, permit negotiation, liaison to obtain legal agreements, mitigation design, construction monitoring and compliance reporting. ECORP’s own Vice President/Director of Cultural Resources, Lisa Westwood, RPA, was quoted in the March/April 2025 issue of StarDate Magazine on the subject of space archaeology, in particular on the items left behind at Tranquility Base by the Apollo 11 astronauts. In addition to her duties at ECORP, Lisa is a published author in the field of space archaeology, dedicating her spare time to advocating for the preservation of the archaeology of the human movement into space. Kelly Hobbs, Senior Environmental Planner, Joins ECORP Consulting, Inc. With 24 years of experience, Kelly began his career with Caltrans Central Region, (Fresno), as a Principal Architectural Historian and later worked as a Senior Environmental Planner. In these roles, he provided built environment studies related to Section 106 of the National Historic Preservation Act, (NHPA) and managed California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance for projects on and off the State Highway System throughout Central California. In 2014, Kelly transferred to Caltrans Headquarters as the Statewide Section 106 Coordinator, managing the Federal Highway Administration (FHWA)/Caltrans Section 106 Programmatic Agreement and consultation activities for all Caltrans Districts. From 2016 to 2019, he served as the HQ North Region Coordinator and as an Environmental Office Chief in District 2 (Redding). His last position at Caltrans was as the Chief, Office of Environmental Compliance and Outreach in the Division of Local Assistance. In this role, he managed the statewide local environmental program including development and delivery of training for internal and external partners, building delivery efficiencies, and overseeing compliance for roads, recreational trails, and conventional rail projects. Although he is based in ECORP’s Sacramento region headquarters office, he can provide expertise for projects statewide. Kelly has a love for California history and experience living and working throughout the state. He grew up in Fontana and attended Fresno State, where he earned a B.A. in History. Prior to his time at Caltrans, he worked at the Fresno Historical Society as an Archivist and Collections Manager for the Kearney Mansion Museum. We’re thrilled to announce the COMPLETION of the Smith Canal Gate project in central Stockton! This flood protection system, which is unique on the West Coast, now protects over 8,500 homes in a historically disadvantaged area. Once at high risk of severe flooding and subject to costly flood insurance, this region now benefits from enhanced protection and security. As the Construction Manager and Surveyors on the project, KSN is proud to partner with San Joaquin Area Flood Control Agency in this major milestone, marking a significant step forward in flood risk mitigation for the Stockton community.
