Ufa! Esse foi, definitivamente, o trabalho mais elaborado da minha carreira até agora. Demorei pra vir divulgar aqui, mas fico muito realizada em compartilhar o especial que produzi para O Eco - Jornalismo Ambiental, como resultado da minha bolsa da Earth Journalism Network para cobertura de Oceano na Amaz?nia brasileira. Passei cerca de cinco a seis meses trabalhando nesse material multimídia. Nele, além do texto e da videorreportagem, utilizamos elementos de storytelling associado com geojornalismo, com mapas dinamicos que contextualizam cada lugar por onde a história se passa. Também temos anima??es, infográficos e imagens em fotos e vídeos, incluindo drone e camera 360o, dentre outros recursos. Tudo come?ou ainda em Londres, em janeiro, quando meus mentores apresentaram o Climate Central, Inc. e vi as previs?es preocupantes de como o aumento do nível do mar deve impactar gravemente o Marajó. Essas simula??es já foram notícias nos jornais locais, mas sentia falta de uma abordagem mais aprofundada sobre o tema. O que, de fato, já acontece agora no arquipélago? Como isso afeta a vida de quem mora ali? Como as cidades est?o (ou n?o) se preparando? Mergulhei numa pesquisa aprofundada para entender o que pude sobre aumento do nível do mar, eros?o, aquecimento global e a rela??o do Oceano com o Marajó. O primeiro desafio foi conseguir dados e estudos sobre o tema. Como é sabido, há uma desigualdade imensa de investimentos e, por consequência, de pesquisa, entre a Amaz?nia e outras regi?es. Ent?o, diferente de como seria uma reportagem sobre o litoral paulista, por exemplo, n?o bastava ir com um único especialista para ter uma vis?o completa. De conversa com pesquisador a pesquisador, fomos costurando o conhecimento sobre o tema. Em seguida, chegou a hora de ir a campo ver com meus próprios olhos as amea?as que as comunidades já estavam enfrentando. Embora eu tivesse feito entrevistas prévias, o cenário com o qual me deparei foi devastador. Casas perdidas, lugares com risco iminente de desabar pela eros?o costeira... Retornando, segui com mais pesquisa, mais entrevistas e a sistematiza??o disso tudo no especial. Um trabalho árduo que, para ser construído, demandou paciência, tempo e uma equipe robusta, o que jamais seria viável sem uma bolsa como essa da EJN. Inaugurated in 2018, the $500M Metro Manila Flood Management Project Phase 1 (MMFMP1) was supposed to finish 2024 with 36 rehabilitated pumping stations and 20 new pumping stations to help Manila cope with floods. It's one of the many big-ticket flood control projects that began in the Duterte admin and carried over in President Marcos' term. It’s supposed to improve Manila’s pumping and drainage infrastructure, as well as solid waste management, to alleviate chronic flooding here. Seven years later, it has only begun making headway. What happened? Underfunding, procurement challenges, and right-of-way issues have hindered the implementation of the MMFMP, resulting in delays that bring massive ecoonomic and social costs to a flood-prone metropolis. What happened with Typhoon Carina last July is just one stark example. As of October 2024, only four of the 36 target stations have been fully rehabilitated, and construction of 16 new stations has been suspended due to right-of-way issues. Only four of the proposed 20 new PS finished bidding this year, according to docs obtained by Inquirer. Part of the problem is the perennial underfunding from the Philippine side. Since 2019 Congress only allocated a fraction of DPWH request and even gave 0 funding for foreign loan projects in 2024, forcing the project team to rely more and more on unprogrammed appropriations. Other problems include procurement struggles, ROW issues for the suspended 16 new PS—and on the solid waste management side, the relentless accumulation of trash in the pumping stations. Georges Comair, WB senior water specialist, confirmed that the Philippine government had negotiated a restructuring of the MMFMP1 to change its scope and accommodate a “cancellation of some loan amount related to the reduction in scope.” Overall, the project delays also bring to light the need for government to go beyond engineering solutions to manage the chronic problem of flooding, said Pamela Cahilig, said Pamela Cahilig, a UP-College of Architecture lecturer who specializes in disaster and nature-based flood management. “There is an order of flood management solutions that we could actually consider [that would] do as minimal harm as possible,” Cahilig said. This includes conserving wetlands and watersheds, which act as natural filters that reduce runoff and prevent flash floods. Thanks for reading!
