Transforming education systems through data and collaboration so all students succeed. E3 Alliance is a data-driven education collaborative based in Central Texas and now expanding our work across the state. We are helping to build the strongest, most equitable educational pipeline in the country to drive economic prosperity. As a pioneer in collective impact, E3 Alliance partners with a broad range of community representatives to work together on achieving lasting systemic change. OUR WORK Since 2006, we have worked collaboratively to change education systems, working directly with students and families to identify goals, partnering deeply with 15 school districts, eight institutions of higher education, and over 200 businesses, nonprofits, and policy leaders across Central Texas to address complex community issues in education. Our combined efforts seek to improve student outcomes across every demographic of our 600,000 children and students throughout the region — from cradle to career! OUR APPROACH Every initiative of The Blueprint for Educational ChangeTM is powered by data and guided by our Theory of Change, which offers a clear path toward collective action and changes in practice, leveraging data with our Central Texas community to take action together. Forging collaboration was never more important than this past year when new partnerships were created and existing partnerships strengthened as we abruptly shifted from in-person to virtual gatherings. Members of our community persisted through the year as everyone learned to navigate and communicate virtually to advance systems change to build a cultureof high performance for our students.

E3 Alliance brings education and community partners together to understand the data, identify clear success metrics, and then take collective action to improve the education system. We convene education peers across districts, higher education, and the community through our two-year Peer Learning Networks (PLNs) and Data Steering Committees. At the 2024 E3 Alliance Summit, Attendance PLN partner, Pflugerville ISD, reported their success using data and technology to test a new attendance strategy. This new communication strategy improved attendance for 61% of pilot program students (including 813 prevented absences) and prevented a loss of $28,469 in average daily attendance funding. We're so proud of our partner districts and all the amazing work they're doing to improve educational outcomes for all students. Renowned Expert Heather Salaz to Speak at National Summit for Educational Equity Topic: Data-Driven Strategies for Success of Emergent Bilingual Learners Heather Salaz, Director of Strong Foundations, is set to present on "Data to Action for Emergent Bilingual Success" at the National Alliance for Partnerships in Equity (NAPE) National Summit for Educational Equity, 2025, taking place in Washington, DC, on Tuesday, March 18, 2025. This annual summit convenes education and workforce leaders, researchers, practitioners, and advocates to explore the individual, institutional, and systemic actions needed to dismantle barriers to access and opportunity. The summit will also focus on promoting equitable learning environments and advancing pathways to a fair workforce. "Over the past two years, E3 has collaborated with Central Texas school districts and community partners to immerse ourselves in data analysis and collective impact to unlock the potential of emergent bilingual students. At the summit, we will share our insights on their journey in Central Texas and foster a dialogue to harness data-driven strategies for their future success in education," vowed Salaz. Audrey Selden, an esteemed equity instructor with NAPE, will join Salaz during her presentation. In their 60-minute session, the Salaz and Selden will outline the collaborative efforts of E3 Alliance, NAPE, local school districts, and community partners to improve opportunities and outcomes for emergent bilingual students. Participants will learn about strategies for using data to promote equitable results for these students across their educational journey. Salaz’s expertise in educational systems makes her a sought-after speaker. This year alone, she has spoken at influential events, including the Region 13 Emergent Bilingual CIMA Conference and the inaugural NSBA Advocacy & Equity Institute. With over 20 years of experience as an instructional leader, Salaz has excelled in managing teams, developing professional growth opportunities, mentoring, and teaching. Her extensive career in public education spans roles in Central Texas school districts, regional and state administration roles, initiatives with the Texas Education Agency and Education Service Center Region 13 to promote equity and excellence for all students. She currently has the privilege to work at E3 Alliance, a Central Texas, cradle to career nonprofit that supports the transformation of education systems. Salaz holds a master's degree in elementary education with a specialization in second language acquisition from Texas State University, along with a principal certificate from Region 13. She is currently pursuing her Doctorate in Education in organizational leadership at Abilene Christian University.
