This prestigious event, hosted at the European Parliament, brought together policymakers, stakeholders, industry leaders, and innovators to discuss data governance, AI regulations, and cloud infrastructure in Europe, explore the potential for synergies, share perspectives, and contribute to the ongoing dialogue that will shape the future of European data governance. ??   • ??? Yesterday afternoon, Dynamo joined the roundtable themed ‘Regulating the #AI Cloud in Europe: a Public-utility Approach’, to discuss potential approaches for regulating AI cloud providers. Organised by the European Policy Centre (EPC), through its Connecting Europe project, in collaboration with the Open Markets Institute, Francesco Bonfiglio (CEO at Dynamo)?contributed to the discussion in Brussels, which focused with round about 25 experts on cloud computing (IaaS, Infrastructure-as-a-Service), a market characterized by high concentration. ?? Facts & Figures: Today, three dominant players—Amazon Web Services, Google Cloud Platform, and Microsoft Azure—control approximately 70% of the global cloud market and over 65% of the European market. This concentration of economic power, coupled with the significant leverage these companies can exercise onto governments, competitors, and citizens, poses a serious threat to national security, fair competition, innovation, and democracy. ? Francesco pointed out ? ? that we, Europe, need to look at the “critical infrastructure behind the critical infrastructure”. He is convinced we need a totally different approach, which does not mean to tweak the #DMA (Digital Markets Act) or the #DSA (Digital Services Act), but we need to reconsider the digital infrastructure as a regulated market "in order to achieve what we have been trying to achieve for over a decade”. ? the importance of ensuring Europe has access to both private and public investments, arguing that without this balance, we will be unable to protect and transform the cloud market into a public common good. ? what a public-utility approach to regulating AI in the EU would entail, drawing on relevant historical precedents and addressing potential concerns about the feasibility and impact of such an initiative.   • Brand new is this evaluation report published by #SCiDA (Shaping Competition in the Digital Age)?which allows concrete insights how far the digital #gatekeepers came after a year of ‘homework’ to update their compliance reports for the #DigitalMarketsAct (#DMA). This month, they finally handed in their ?? achievements. Did they ace it, or will they be staying after class for a retake? What does this mean for the EU cloud market? And what impact does it have on creating a level playing field? The SCiDA team reviewed?an impresive 1,214 pages from Apple, Alphabet, Amazon, Meta, and Microsoft to see what’s changed since March 2024 and they've published this ???10-minutes executive summary for those interested. In a nutshell, their takeaway is: “There is still a long way to go for effective compliance. The true test lies ahead. This month, we are expecting eight decisions by the Commission in DMA proceedings: ?? March 19, 2025: The Commission is expected to issue its final decisions in the two specification proceedings regarding Apple’s compliance with the interoperability requirement of Article 6(7).? ?? March 2025: The six non-compliance investigations against Alphabet (2), Apple (3) and Meta (1) should come to an end since they were opened 12 months ago. The DMA’s deadlines are not tough as nails (“shall endeavor”), but the Commission?has announced?it intends to stick to the deadline.” We'll keep you posted!     Last week I was pleased to be selected and to attend this Pan European event on Cloud and #DigitalSovereignty, where our Sr Analyst Dario Maisto delivered a great presentation. It was good to connect with folks from all over Europe, institutions and businesses while visiting UNESCO World Heritage Sites like #LeonardoDaVinci 's Last Supper in the Church of Santa Maria delle Grazie. When institutions are lagging behind, the private sector moves fast in an attempt to cope with the competition of global giants.
