Through DSPTCH's support of compliance efforts across billions of dollars and gigawatts of IRA projects, we have encountered challenges and heard perspectives from clients, OEMs, Asset Owners, auditors, Utilities, ISPs, EPCs, and contractors. As we see it, the industry is in the early innings of understanding the IRA. Companies still steeply underestimate IRA liabilities, particularly around Prevailing Wage and Apprenticeship compliance. With so many new projects and repowers kicking off this year, we decided to distill some of our insights and outline how we envision compliance technology should evolve (similar to DSPTCH's capabilities) to scale and comply with the IRA's unprecedented enforcement mechanisms. We walk through a hypothetical tax credit project/ case and cover due diligence, documentation, and PWA requirements. On a $100M solar project claiming $50M in ITC + Domestic Content + Energy Community Bonus Credits, we show a relatively straight forward path to $17M- $80M+ in PWA Cure obligations. Along the way, we provide reference checklists, models, observations and thoughts on the implications that these requirements carry. Paying prevailing wages to apprentices is one of the most misunderstood and poorly documented aspects of PWA compliance. Our Field Guide provides clear guidance to navigate this challenge and other key apprenticeship requirements.
