DIILS Resident Course Graduates 54 International Participants Fifty-four international participants representing twenty-eight countries recently graduated from the Human Rights and Law of Armed Conflict Course (HRLC) and the Military Law Development Program (MLDP) presented by the Defense Security Cooperation University’s Defense Institute of International Legal Studies (DIILS). DIILS offers instruction to address the most relevant legal topics associated with shared defense and security challenges. The courses emphasize the development of common best practices and review of applicable international law, and feature presentations and practical exercises based on real life scenarios. For more than 30 years, DIILS, located in Newport, Rhode Island, has been the lead U.S. Department of Defense security cooperation resource for global legal engagement with Partner Nation security sector institutions and personnel. As a component of DSCU, DIILS mission is to advance U.S. defense and foreign policy interests through legal education, training and capacity building with the people and institutions responsible for the security of our allies and partners.

In December, DSCU’s Defense SCO Institute (DSI) graduated the first 16 Security Cooperation Organization (SCO) Qualification Course students. This eight-week course, the first of its kind wholly taught in the National Capital Region (NCR), offered new educational opportunities targeted toward preparation for SCO activities such as strategic planning, cross-functional collaboration, and improving agility needed to keep up with the pace of the evolving field of #SecurityCooperation. Concurrent to the SCO Qualification Course, five students graduated DSI’s four-week SCO Spouse Course. DSCU’s DSI was established in the NCR in October 2024 to serve as the DOD SCO schoolhouse. DSI offers tailored education and training to SCO personnel, their families, and locally employed staff to prepare them for their unique scope of responsibilities. “The new curriculum, including tailored instruction based on assigned locations, and the NCR location empower students to build robust relationships with relevant security cooperation, DOD, and interagency stakeholders,” Mr. Mike Skaggs, DSI Director, further explained. “DSI provides the next generation of SCO personnel with the education, training, and support they deserve to succeed in challenging and dynamic assignments.” Read more here: https://lnkd.in/ekyzR4KG #dsca #dscu

Our faculty teammates are integral to that vision. January's?#DSCUFacultySpotlight?is Mr. John O'Connor, Senior Faculty Associate within DSCU’s School of Security Cooperation Studies (SSCS). John is an important part of the team creating Certification 2.0 curriculum for the Security Cooperation Workforce. ? John received his B.S. degree from the United States Naval Academy and an M.S. from the Naval Postgraduate School. John joined DSCU in July of 2010 but has been involved with the US Navy and naval operations for approximately 30 years. He was a Naval Aviator and previously worked in Navy Acquisition and Program Management. ? As a component of DSCU, SSCS aims to be the focal point for #ForeignMilitarySales (FMS) education for all Department of Defense personnel engaged in managing Security Cooperation programs.?John has been an essential part of developing FMS knowledge by teaching nearly every course offered at SSCS, including the new Multinational FMS course. John's research focuses on FMS, acquisition, and computer systems. ? Thirty-two students recently completed the Defense Security Cooperation University’s State Partnership Program (SPP) Practitioner course. This course is designed for National Guard #SecurityCooperation practitioners within the State Partnership Program under U.S.C. Title 10, § 341,?https://lnkd.in/etk-wknP.? ? The Department of Defense’s SPP is managed and administer by the National Guard Bureau. The program links a state’s National Guard with a partner nation’s military security forces, and disaster response organizations in a cooperative, mutually beneficial relationship. ? This class represented 42 state partnerships.?In total, the SPP has 105 partnerships with 115 nations participating.??? ? As a practitioner-level course, curriculum?emphasizes program administration, planning, organization, and linking SPP activities with foreign partners with U.S. National Security goals and objectives. ? The next iteration of this course will begin on March 17, 2025, and is open to designated National Guard members. DSCU Call for Proposals: Submissions to the 2025 Security Cooperation Conference The Defense Security Cooperation University (DSCU) is pleased to invite submissions to the 2025 Security Cooperation Conference, which will be held in late October 2025 in the National Capital Region. The theme of the 2025 conference is “Learning from the Past to Shape the Future.” DSCU welcomes paper and poster proposals that illuminate the breadth of expertise, interests, and variety of the wide-ranging #SecurityCooperation enterprise. DSCU will consider only individual papers and posters for acceptance, although individuals are welcome to suggest panel ideas and volunteer to serve as panel chairs. DSCU encourages submissions from members of the academic community, the armed forces, government agencies, museums, archives, and international partners. DSCU plans to review 2025 Security Cooperation Conference submissions from now to April 1, 2025.
