We are wanting to share an important recent ruling on Direct Payments that will be useful to people who have Down's syndrome and their families. The Lancashire County Council case (Yo Dunn v Lancashire County Council, 2025) has clarified several key legal points, particularly around how councils cannot apply blanket policies when reclaiming unspent Direct Payments or reducing Personal Budgets without proper reassessment. This ruling reinforces the importance of ensuring Direct Payments work in practice as intended by the Care Act 2014. Given the importance of this, we have put together a guide which explains your rights when managing Direct Payments, incorporating the lessons from this case. Last year, the Down's Syndrome Association responded to the Modernisation Committee's call for evidence, exploring options to reform House of Commons procedures, standards, and working practices. Our response has now been published online: https://lnkd.in/e3s8JYEB We also joined with over 30 organisations in an #InclusiveParliament coalition who united and submitted a joint submission to the inquiry. As #InclusiveParliament coalition members, we're pleased the Modernisation Committee has recognised the need to improve accessibility, but we remain disappointed there's not a greater focus on making parliamentary procedure accessible.
