U.S. Maritime Administrator Ann C. Phillips met with Mr. Do Muoi Le, Administrator of the Vietnam Maritime Administration (VINAMARINE) on Monday, August 12, 2024, in Hanoi City to exchange successful practices on maritime policy updates, port and infrastructure development, supply chain, maritime decarbonization, and maritime safety and security. The U.S. delegation included representatives from the Department of State and the U.S. Coast Guard. Administrator Phillips also met with the Vietnam Ministry of Transport, visited the Vietnam Maritime Search and Rescue Coordination Center in Hai Phong City and seaports in Ho Chi Minh City.

Maritime Administration (MARAD) through the Maritime Environment and Technical Assistance (META) program, partnered with Energy and Environmental Research Associates (EERA) to design and create the Ship Alternative Fuel and Emissions Toolkit (SAFE-T).?SAFE-T is a web-based suite of tools for vessel owner/operators to use when considering actions to reduce greenhouse gas emissions. SAFE-T provides a user-friendly, web-based suite of tools that will enable shippers to track fuel use and emissions, determine the carbon intensity of different shipping routes, and compare properties of conventional and alternative marine fuels. These tools allow users to evaluate emissions and greenhouse gas reduction strategies for shipping.?SAFE-T was built on international standards and methodologies and from a robust blend of literature analysis, evaluation of comparable tools, input from stakeholders, and comprehensive examination of key subject matters experts. U.S. Maritime Administrator Ann C. Phillips met with Mr. Victor Luna Barahona, Dean of the International Maritime University of Panama (UMIP) to discuss topics of mutual concern including mariner welfare, efficient workforce development and training programs. They also discussed the importance of the constant flow of skilled and readily-available mariners. The meeting included a campus tour, including the Center for Simulators and Applied Technologies for post-Panamax ships and other laboratories that complement the students' competencies.
