    Friendly Rivalry Fuels Community Spirit! ?? ?? Who doesn't love a good dose of friendly competition? ?? Last week, the Chapel Hill Police Department (Team Blue!) proudly brought home the trophy and title of "Most Committed to Fitness" from the epic battle of Blue vs. Red! ?? ?? To document their workouts during the February Red vs. Blue Games, Captain Harris, Captain Osborne, and Sergeant Bellavance had some fun "catching" the Chapel Hill Fire Department in the act of... well, let's just say not working out. ?? The FD claimed victory in the "selfie challenge" (lots of laughs about that!), but they also made it clear they're gearing up for the July "Red vs. Blue" workout games. ?? They're determined to reclaim that trophy! The friendly rivalry between the Fire and Police departments is all in good fun and strengthens our community bonds. It's a fantastic way to promote health and wellness while building camaraderie. ?? It's amazing how a little positive competition can bring smiles to those serving our community in tough jobs. Huge shoutout to our Sarah Schall for making the handoff and orchestrating The Games! And special thanks to the Firefighter who happened to walk into the PD at the perfect moment for the official delivery! ?? and to the Chapel Hill First Responders leaders for partnering with us and fueling this awesome initiative!     We are delighted to welcome Deputy Chief Rico Boyce as the 31st Chief of the Raleigh Police Department. Chief Boyce brings a wealth of experience to his new role, having dedicated 25 years to the Raleigh Police Department. City Manager Marchell Adams-David expressed confidence in Chief Boyce’s leadership, stating, “Rico Boyce has demonstrated that he knows how to effectively work with the community, and our process demonstrated the trust the community and the police department have in him.” Chief Boyce succeeds Chief Estella Patterson, who is retiring after 3? years of dedicated service to the City. As Chief, Boyce will lead a department of more than 900 personnel, including 792 sworn officer positions. One of his primary goals is to enhance relationships, trust, and engagement with the community while promoting transparency to keep Raleigh safe. The Raleigh Police Department Foundation Board looks forward to working with Chief Boyce as we continue to expand RPDF and our mission to make Raleigh the safest city.     Chief Estella D. Patterson is a trusted and respected leader who serves with a servant’s heart. She has selflessly devoted 30 years of creditable service to the residents of our great state, with a focus on public safety and community building. In her time as Chief of Police, she led her team in strengthening the department’s reputation as a premier law-enforcement agency, receiving national attention for the department’s response to the Hedingham mass shooting in 2022 and the swift capture of the I-40 shooter in 2024. Under her leadership, Raleigh experienced reductions in homicides year-over-year in 2023 and 2024 with a 100% clearance rate in 2024. Additionally, aggravated assaults, robberies, and burglaries declined. Chief Patterson’s passion for collaboration and inclusion strengthened public-private partnerships within the region. She worked closely with business leaders and community supporters to form the Raleigh Police Department Foundation (RPDF), which launched in July 2022. Her greatest accomplishment as Chief of Police was achieved in rebuilding morale and expanding wellness initiatives for employees. Officer vacancies were at 150 in 2021 when she arrived in Raleigh. After leading a robust recruitment and hiring initiative, sworn vacancies were reduced to roughly 40 and are anticipated to be at zero later this year. The RPD is grateful for Chief Patterson’s service to our department and community. As she retires from her duties, she leaves a legacy of service excellence to the law-enforcement profession.
