The latest DoD OIG report identifies that DoD did not consistently conduct end-use monitoring (EUM) of designated defense articles transferred to U.S. Southern Command partner nations in accordance with federal laws, DoD regulations, and transfer agreements. Specifically, the DoD did not consistently ensure that defense articles transferred to Brazil, Chile, Colombia, Paraguay, and Uruguay from FY 2018 through FY 2022 were accounted for and securely stored. The external peer review helps ensure systems of quality control conform with government auditing standards and legal and regulatory requirements. As a result, the Lower Tier Air and Missile Defense Sensor (LTAMDS) program wasn’t subject to the same Congressional reporting requirements as an approved process.
