The Distribution Contractors Association (DCA) and the Pennsylvania Utility Contractors Association(PUCA) appreciated the opportunity to testify before the House Transportation and Infrastructure Committee’s Railroads, Pipelines, and Hazardous Materials Subcommittee last week at a hearing entitled “Promoting and Improving Safety and Efficient Pipeline Infrastructure. The hearing, held on February 25th, was intended to examine stakeholder perspectives on pending legislation to reauthorize the Pipeline and Hazardous Materials Safety Administration (PHMSA’s) and the national pipeline safety program to better ensure the safe transportation of American energy. Special thanks to Emanuel A. Paris IV, vice president of Alex E. Paris Contracting Company, located in Atlasburg, Pennsylvania, who testified on behalf of DCA, PUCA and the excavation construction industry. During his testimony, Paris touched on a range of pipeline safety issues that impact excavation contractors, focusing on leading damage prevention practices, as well as additional penalties for those who physically attack pipeline infrastructure. Problems associated with damages to underground facilities during excavation activity remains a top concern of the industry. A fundamental responsibility included in the damage prevention process is ensuring for accurate and timely locating and marking of subsurface facilities prior to excavation. These associations believe the next pipeline safety reauthorization bill should include language that would take steps toward improved pipeline mapping, underground facility locating, and ensuring all relevant stakeholders are required to participate in the 811 process and meet their respective responsibilities.
