What is P&A access Authority? DRSC is empowered by federal law to access facilities where people with disabilities live or receive services. We use this access authority to investigate allegations of abuse or neglect and to monitor the rights and safety of people with disabilities. The locations we can visit include, but are not limited to, schools, group homes, day programs, adult care homes, nursing homes, psychiatric hospitals, and residential treatment facilities. Our access authority applies to state-run and privately owned settings.

If you are a person who has a disability, the Client Assistance Program (CAP) may be able to help you to reach your goals to live more independently and go to work. CAP is a program run by Disability Rights South Carolina. It helps people who are getting services or trying to get services from the South Carolina Department of Vocational Rehabilitation (SCVRD), the South Carolina Commission for the Blind (SCCB), or Centers for Independent Living (CILs). CAP helps you get the services you need to work, live on your own, and take part in your community.
