MISSION Delphi Rise offers prevention services through counseling and education, recovery through treatment services, and support through care services. We empower people in the Rochester/Finger Lakes area to make informed decisions about their health. VISION Delphi Rise sees a future for our community in which every person can access education, counseling and the tools for recovery, thus enabling them to live a fulfilling and satisfying life free from stigma, abuse and addiction. Our strength is rooted in our core values: Putting people first Pursuing excellence Embracing change Acting with integrity Having fun while we do it HISTORY Delphi Rise (formerly Drug and Alcohol Council, Inc. ) is a community-based behavioral health agency, serving Rochester and the Finger Lakes since 1936, with Outpatient Treatment Program, School-based Prevention Education and Counseling, Monroe County Reentry Services, Mental Health First Aid training provider, Supported Forensic Housing, Domestic Violence Education, Case Management in Rochester JDP Court, and Care Management Services as a NYS Department of Health - Health Homes Care Provider Agency. Delphi is also the lead agency for RecoveryNet's Open Access Clinic, providing on-demand substance abuse evaluations. Delphi is licensed by the NYS Office of Alcoholism and Substance Abuse Services.

    Recognizing an overdose can be difficult. If you aren’t sure,?it’s best to treat the situation like an overdose. Call 911 immediately and administer Naloxone —you could save a life. This week Delphi Rise is offering free Nalaxone Kits and training to the community. Just walk in at 72 Hinchey Road to request during National Drug & Alcohol Facts Week. National Drug and Alcohol Facts Week?, or NDAFW, is an annual health observance that inspires dialogue about the science of drug use and addiction among youth. It helps advance the science and address youth drug and alcohol use in communities and nationwide. It was launched in 2010 to stimulate educational events in communities so teens can learn what science has taught us about drug use and addiction. #NDAFW

Delphi Rise has received a $300,000 grant from the Mother Cabrini Health Foundation to expand and sustain Project Hope, our food pantry program serving Rochester’s most vulnerable. ???? This funding—$150,000 per year for two years—allows us to continue providing nutritious food, hygiene products, and essential support to individuals facing food insecurity, substance use disorders, and mental health challenges. But Project Hope is more than just a pantry—it’s a path to stability. ?? Peer Advocates with lived experience guide clients through recovery, nutrition, and self-sufficiency. ?? On-site cooking classes & public market trips teach budgeting and healthy choices. ??     We are thrilled to welcome Dr. Holly Russell as the new Medical Director of Delphi Rise! Dr. Holly Russell grew up in Honeoye Falls, attended Boston College, and worked as a nursing assistant at a residential substance use disorder (SUD) treatment program for adolescents in Oakland, CA, before returning to Rochester for medical school. She is currently an associate professor of Family Medicine and Addiction Medicine, as well as the director for Opioid Safety and the Addiction Medicine Program at the University of Rochester Medical Center. Dr. Holly Russell’s expertise includes promoting health behavior change through her work in physical activity and nutrition promotion, smoking cessation, and treatment for substance use disorders. Her innovative efforts have expanded access to opioid use disorder treatment in nontraditional settings, increased telemedicine options, and developed programs such as a treatment-based alternative-to-suspension initiative for teens who use e-cigarettes in schools. Her dedication to health and her commitment to supporting individuals and families facing health and social challenges align perfectly with Delphi Rise’s mission to encourage growth and foster healing.     ?? Exciting News! ?? Delphi Rise is thrilled to announce that we’ve been awarded a $99,996 grant from the New York Health Foundation to launch a culturally tailored Youth Mental Health First Aid initiative! This program will focus on supporting young people of color in Wayne County and neighboring rural areas, addressing persistent mental health disparities in our region. ?? Why this matters: 1 in 5 young people experience major depressive episodes each year, with barriers to care hitting marginalized communities the hardest. New York State faces a mental health provider shortage, with families waiting weeks or even months for help. Through this initiative, Delphi Rise will collaborate with the Wayne County Partnership, a consortium of 48+ agencies, schools, and community groups, to: ? Recruit and train trusted community members to become Youth Mental Health First Aid trainers. ? Expand training to 150 additional community members, creating a network of first responders equipped to support youth in crisis. ? Partner with schools and organizations to implement and refine this life-changing program. We’re committed to creating a more equitable and accessible mental health support system for all young people. This program is just one step toward a brighter, healthier future for our communities. Life-saving services like our 24/7 Open Access Substance Use Clinic, the only 24-hour community-based clinic in Monroe County. ?? Rapid Rehousing and NYS Prison Reentry programming, providing targeted supports to ensure a healthy and safe community.
