    As seen in an image from Deft’s 2025 MA Growth Tracker below, enrollment in Part B Giveback plans skyrocketed for 2025, more than doubling from just 2.6 million to a whopping 6.7 million in the Individual, non-SNP MA market. Givebacks are now a benefit that 31% of non-SNP seniors have, whereas last year only 12% had them. Providing a benefit like Part B Givebacks comes with a heavy PMPM price tag that plan designers have to offset somewhere else. With more carriers initiating medical deductibles for 2025 and with the percentage of seniors paying drug deductibles jumping from 23% to 60%, there was room to add some cost to plans despite recent reimbursement challenges and the IRA. But getting more MA seniors hooked on a larger Social Security check may make it harder to retain those consumers should givebacks become less tenable in future benefit years. The market has told us that once you give seniors a cash benefit, it is very, very difficult to take it away. Over the last 6 years the percentage of seniors paying $0 premiums in the Individual, non-SNP space has grown from 59% to today’s 76%--never once going down. During that same stretch, Givebacks have grown from just 4% of the market to now 31%--never once going down.     ?? Exciting news from CMS! ?? The latest data from OEP enrollments is in, and the results are impressive! - MA grew 1.33% during the 2025 AEP - Full-Pay MA grew by 0.8% over the AEP - C-SNP saw major growth, with enrollment increasing 25% - D-SNP enrollment was solid over the full AEP, with growth of 0.8% - Of the national carriers, Cigna and Elevance displayed large enrollment increases over the full AEP. Cigna grew 19%, Elevance grew 11%, United did not make major gains, it had a good AEP for enrollment with growth of 4%, Humana, Aetna, and Centene saw enrollment declines around 6%, Devoted Health lost nearly 15% of its membership during the full AEP.
