The mission of the Defense Security Cooperation Agency (DSCA) is to advance U.S. national security and foreign policy interests by building the capacity of foreign security forces to respond to shared challenges. DSCA leads the broader U.S. security cooperation enterprise in its efforts to train, educate, advise, and equip foreign partners. DSCA administers security cooperation programs that support U.S. policy interests and objectives identified by the White House, Department of Defense, and Department of State. These objectives include developing specific partner capabilities, building alliances and partnerships, and facilitating U.S. access. DSCA integrates security cooperation activities in support of a whole-of-government approach; provides execution guidance to DoD entities that implement security cooperation programs; exercises financial and program management for the Foreign Military Sales system and many other security cooperation programs; and educates and provides for the long-term development of the security cooperation workforce.     This week’s launch of the Defense Security Cooperation Service (DSCS) reinforces DSCA’s vision to serve as the source for Security Cooperation expertise for our defense and foreign policy stakeholders. Within the current global climate, there is a tremendous hunger for security cooperation initiatives. This level of performance doesn’t happen without a deliberately developed, professionally trained, and fully supported workforce. DSCS will answer this call, modernizing our security cooperation officer workforce to assist our allies and partners around the globe. The FY24 NDAA authorized the creation of the Defense Security Cooperation Service to “ensure that security cooperation organizations of the United States located at overseas missions possess the requisite personnel, and that such personnel possess the skills needed to properly perform their missions.” The DSCS also fulfills the directives of the National Security Strategy to invest in our workforce in building and maintaining our relationships with allies and partners around the globe, building a coalition of nations to enhance our collective influence to shape the global strategic environment, and modernize our military so it is quipped for the next era of strategic competition. Our partners can rely on a world class security cooperation organization (SCO) that is trained to address mutual security challenges through the application of full-spectrum security cooperation programs.     Security Cooperation Workforce Certification 2.0 Launch The Department of Defense Security Cooperation Workforce (SCW) can now map Certification 2.0 course requirements by registering for fiscal year 2025 Defense Security Cooperation University courses. The completely revamped Certification 2.0 Program will help ensure the approximately 15,0000 DOD personnel assigned to statutorily defined and coded SCW positions have the competency-based training and experience necessary to carry out assigned #SecurityCooperation responsibilities. Not sure how to get started with Certification 2.0? SCW members can find Certification 2.0 resources, to include requirements, workforce coding details, frequently asked questions, and registration information, at??https://lnkd.in/enn2JaBW. To date, DSCU, in collaboration with the DOD security cooperation enterprise, has accomplished the main objective of the Certification 2.0 Program, the establishment of a framework to guide DOD security cooperation training and education. This can be found in the Interim Implementation Guidelines for the DOD Security Cooperation Workforce Program 2.0. Certification 2.0 also provides the SCW a consistent, disciplined mechanism to ensure National Defense Strategy objectives are achieved through appropriate education, training, and development, which has been divided into nine functional areas. Certification 2.0 includes completely new and enhanced curriculum and a requirement to properly code SCW positions in manpower systems of record to reflect these enhancements.   • In Bucharest today, the United States proudly completed the signing of a $920 million Foreign Military Financing direct loan with our ally and partner, Romania. Romania is an anchor of stability along NATO’s eastern flank and Black Sea region and steadfast support of equipping and training Ukrainian forces. We stand with Romania as they commit to ambitious defense modernization goals that serve to enhance NATO’s security.     Happy birthday DSCU! The Defense Security Cooperation University, a directorate of the Defense Security Cooperation Agency (DSCA), was founded in 2019.? DSCU authorities and establishment as a legal entity can be found in Title 10 U.S. Code Section 384, revised in the 2024 NDAA Section 1204. Over the past five years, DSCU has been entrusted with an expanded mission set – adding advising to its education and training functions – and the team has grown to approximately 500 personnel. DSCU’s geographically dispersed, cross-functional team of scholars, practitioners, and support staff work in concert to plan, develop, and deliver #SecurityCooperation education, training, and advising in support of the National Defense Strategy (NDS) and America’s allies and partners.??Today, DSCU’s mission is to advance the knowledge and practice of security cooperation through the education, training, and development of the U.S. security cooperation workforce and through the education, training, and institutional capacity building of partner nations; and to produce research, analysis, and lessons learned that expand the intellectual foundations of security cooperation.??Our headquarters is in the National Capital Region, but our team is global. DSCU consists of the College of Strategic Security Cooperation, the Defense Institute of International Legal Studies, the Defense Resources Management Institute, the Defense SCO Institute (DSI), the Institute for Security Governance (ISG), and the School of Security Cooperation Studies.   • Happy 27th birthday!

    In response to discussions with regional colleagues at the second Defense Ministerial of the Americas in 1996, Secretary William J. Perry proposed the creation of a regional education center tailored to the unique requirements of democratic countries seeking to strengthen civilian defense and security leadership. Secretary Perry’s vision became a reality the following year with the establishment of the Center for Hemispheric Defense Studies, later renamed in his honor. ? Since then, we have celebrated 27 years empowering security and defense professionals from the Arctic to Antarctica, 27 years building trust with individuals and institutions committed to making the Americas safer and stronger, 27 years convening practitioners in an environment of intellectual openness and exchange, and 27 years championing democratic values and the meaningful integration of civilians, women, and interagency partners into defense and security activities.     Recently DSCA Acting Director, Mike Miller met with Ukraine’s Minister of Defense, Mr. Rustem Umerov. Together they discussed security assistance support and institutional capacity building investments that would continue to strengthen Ukraine against Russian aggression. The US-Ukraine bilateral relationship stands strong as the US remains resolute in our support to Ukraine.
