The Defense Resources Management Institute (DRMI) provides integrated executive education programs in resources management and analytical decision making for military officers and civilian defense officials from the United States and more than 170 partner nations. Established in 1965 as an educational institution by the Secretary of Defense, the DRMI is co-located with the Naval Postgraduate School (NPS) in Monterey, California. The DRMI became a component of the Defense Security Cooperation University (DSCU), a directorate of the Defense Security Cooperation Agency (DSCA) in September 2023. The DRMI’s multi-disciplinary faculty conduct graduate-level executive education courses in Monterey and tailored courses and seminars at other locations in the U.S. and abroad upon request. The DRMI’s programs enhance the efficient and effective allocation of scarce resources in today’s defense organizations by developing participants’ analytical decision making skills. Participants do not focus on learning detailed job-specific skills but rather on the concepts, techniques, and issues that pervade resources management decision making in most mid-management through executive-level positions. To accomplish this, the DRMI provides a dynamic learning environment featuring interactive lectures on key concepts from economics, management, and quantitative reasoning; facilitated small group discussions; and real-world case studies. The DRMI’s programs bring together mid to senior-level managers, military officers, grades O-3 through O-6, and civilian defense officials of grades GS-09 through GS-15 or equivalent. Once a year, flag and general rank military officers and equivalent civilian officials only attend the Senior International Defense Management Course.

DRMI Delivers Mobile Course in Argentina A?Defense Resources Management Institute?faculty team recently delivered a one-week Mobile International Defense Management Course (MIDMC) for approximately 30 military officials representing the Argentinian Armed Forces. The main goals of the course were to provide an analytical framework to support effective and efficient decisions regarding the allocation of defense resources when there are competing goals and provide an academic environment for the comparative exchange of ideas about resources management. Security Cooperation Workforce Certification 2.0 Launch The Department of Defense Security Cooperation Workforce (SCW) can now map Certification 2.0 course requirements by registering for fiscal year 2025 Defense Security Cooperation University courses. The completely revamped Certification 2.0 Program will help ensure the approximately 15,0000 DOD personnel assigned to statutorily defined and coded SCW positions have the competency-based training and experience necessary to carry out assigned #SecurityCooperation responsibilities. To date, DSCU, in collaboration with the DOD security cooperation enterprise, has accomplished the main objective of the Certification 2.0 Program, the establishment of a framework to guide DOD security cooperation training and education. This can be found in the Interim Implementation Guidelines for the DOD Security Cooperation Workforce Program 2.0. Certification 2.0 also provides the SCW a consistent, disciplined mechanism to ensure National Defense Strategy objectives are achieved through appropriate education, training, and development, which has been divided into nine functional areas. Certification 2.0 includes completely new and enhanced curriculum and a requirement to properly code SCW positions in manpower systems of record to reflect these enhancements. DSCU authorities and establishment as a legal entity can be found in Title 10 U.S. Code Section 384, revised in the 2024 NDAA Section 1204. Over the past five years, DSCU has been entrusted with an expanded mission set – adding advising to its education and training functions – and the team has grown to approximately 500 personnel. DSCU’s geographically dispersed, cross-functional team of scholars, practitioners, and support staff work in concert to plan, develop, and deliver #SecurityCooperation education, training, and advising in support of the National Defense Strategy (NDS) and America’s allies and partners.??Today, DSCU’s mission is to advance the knowledge and practice of security cooperation through the education, training, and development of the U.S. security cooperation workforce and through the education, training, and institutional capacity building of partner nations; and to produce research, analysis, and lessons learned that expand the intellectual foundations of security cooperation.??Our headquarters is in the National Capital Region, but our team is global.
