DIILS Resident Course Graduates 54 International Participants Fifty-four international participants representing twenty-eight countries recently graduated from the Human Rights and Law of Armed Conflict Course (HRLC) and the Military Law Development Program (MLDP) presented by the Defense Security Cooperation University’s Defense Institute of International Legal Studies (DIILS). DIILS offers instruction to address the most relevant legal topics associated with shared defense and security challenges. The courses emphasize the development of common best practices and review of applicable international law, and feature presentations and practical exercises based on real life scenarios. For more than 30 years, DIILS, located in Newport, Rhode Island, has been the lead U.S. Department of Defense security cooperation resource for global legal engagement with Partner Nation security sector institutions and personnel. As a component of DSCU, DIILS mission is to advance U.S. defense and foreign policy interests through legal education, training and capacity building with the people and institutions responsible for the security of our allies and partners.

DIILS Partners With El Salvador A team from DSCU’s Defense Institute of International Legal Studies recently traveled to El Salvador to meet with members of their military as part of an ongoing Security Cooperation effort. DIILS Legal Institutional Capacity Building (ICB) programs collaborate with partner security organizations around the world to foster enduring institutional changes which integrate legal considerations into their operations, optimizing the effective use of security capabilities. DIILS facilitates Partner Nation development of enduring institutional structures, policies, and processes that are necessary to sustain or manage important security capabilities through advisory and consulting services. DIILS is the primary Department of Defense (DOD) implementer of Legal ICB activities. DIILS Legal ICB activities typically address matters relating to international humanitarian law (IHL) and international human rights law (IHRL), often focusing on topics in the following areas: Civilian Harm Mitigation and response; Cyber, Space and Emergent Technology; Human Rights; Law of Armed Conflict; Maritime Security and Domain Awareness; Women, Peace and Security. DOD ICB activities are executed using various modes of engagement, including facilitated discussion and tabletop exercises, which are designed to achieve shared program objectives that can be monitored and evaluated. For more than 30 years, DIILS, located in Newport, Rhode Island, has been the lead Department of Defense security cooperation resource for global legal engagement with partner nation security sector institutions and personnel.? DSCA and DSCU Leadership Visit to DIILS The DIILS team was pleased to host Mr. Mike Miller, the Defense Security Cooperation Agency Director; Mr. Steve Derscheid, DSCA Chief of Staff; and Mr. Isaac Eagan, Defense Security Cooperation University Chief of Staff, at our headquarters in Newport, R.I. last week.?Mr. Miller received updates on the DIILS mission and operations from the DIILS leadership team, hosted a town hall for DIILS colleagues, and presided at the graduation of our Legal Aspects of Combating Corruption resident course.
