Coming soon: Effective Dec. 8, 2024, #DCSA will implement DOD reforms for security review proceedings in support of due process and appeals for military servicemembers, DOD civilians, and contractor personnel whose eligibility for access to Sensitive Compartmented Information (SCI) is adjudicated by DCSA. The changes were directed by the Office of the Under Secretary of Defense for Intelligence & Security and are the result of an analysis of the DOD due process and appeals procedures. ICYMI: DCSA Director David Cattler presented the Jack Donnelly Award for Excellence in Counterintelligence to Virginia Tech President Dr. Timothy Sands on Nov. 22. Sands accepted the award on behalf of the university in front of an audience comprising Virginia Tech and DCSA leadership, counterintelligence and security officials. The award – presented only to entities cleared by the federal government to deter, detect and disrupt the theft of sensitive or classified U.S. information and technology by foreign entities – recognized Virginia Tech for being a national leader in counterintelligence. “I'm honored to be here to recognize this program at Virginia Tech and to celebrate all of Virginia Tech's accomplishments in this vital security area over the course this past year,” said Cattler. “When I think about Virginia Tech, I think about a university that embodies the collaboration, creativity and innovation that we need today, while helping us ensure our national security for tomorrow.” Also on hand was U.S. Senator Mark Warner, who commended the university for its counterintelligence accomplishments impacting Virginia Tech’s operations, investigations, cybersecurity, collaboration, community outreach, threat Integration, training and awareness, and leadership. I was honored to share the podium last week with U.S. Senator Mark Warner as I presented Virginia Tech‘s President Dr. Tim Sands with Defense Counterintelligence and Security Agency (DCSA)’s Jack Donnelly Award for Excellence in Counterintelligence. Virginia Tech has an incredible security program and is among the best of the best this year—their hard work places them among the top five of more than 12,500 companies and academic institutions covered by the National Industrial Security Program. This is second time since 2019 that Virginia Tech has received this award! Virginia Tech is a shining example of what it takes to design and implement and strong security and insider threat program. - They have a strong culture of security and have embraced the mission. - They regularly train faculty, staff, and students about counterintelligence threats. - They collaborate to improve security with cleared industry and other research institutions across Virginia and the United States. Today, the National Counterintelligence and Security Center (NCSC), the FBI, and several U.S. Department of Defense agencies provided joint security guidance to U.S. defense industrial base companies regarding Russian sabotage activity in Europe.? ? The Russian government has been using its intelligence services to plan and conduct sabotage operations targeting Europe’s defense industrial base – including private industry –?in an attempt to undermine Allied support for Ukraine.? These operations, in which Russian intelligence services have recruited criminals and other proxies, have included sabotage attacks against European military installations, foreign defense companies, logistics facilities, and public utilities. ? U.S. companies, particularly those supporting entities involved in the Ukraine conflict or other ongoing geopolitical conflicts, are encouraged to enhance their vigilance and security efforts as a precaution.? The joint bulletin provides indicators of potential sabotage activity, mitigation steps, as well as information on where to report incidents. ?
