The Mississippi Department of Banking and Consumer Finance's (DBCF) mission is to regulate, supervise and safeguard financial institutions chartered and licensed in Mississippi. With a vision of excellence in financial supervision, DBCF conducts examinations of all state-chartered banks, thrifts, and credit unions, independent trust companies, mortgage lenders, small loan companies, insurance premium finance companies, motor vehicle sales companies, pawn brokers, title pledge lenders, consumer loan brokers, check cashers (payday lenders), money transmitters, credit availability companies, and debt management service providers. DBCF's examinations ensure these industries are in compliance with Mississippi's laws designed to protect its citizens. DBCF also participates in programs to educate Mississippi's consumers on financial literacy and provides a consumer complaint resolution process. The Department is accredited with the Conference of State Bank Supervisors (CSBS). CSBS is dedicated to enhancing the value of the state charter and strengthening the dual banking system. A fundamental goal of CSBS is enhancing the professionalism of state-chartered banking departments and their personnel.

DBCF staff recently attended the National Multistate Licensing System (NMLS) Conference and Training in Atlanta, Georgia, which provided networking for regulators as well as industry partners. This annual event offered various sessions such as discussions regarding NMLS Modernization, State Examination System (SES) training, and Money Transmission Modernization Act (MTMA) updates. This year's event was filled with engaging discussions, valuable insights, and networking opportunities. Commissioner Rhoshunda Kelly provided an overview of bank supervision as well as legislative issues that affect the agency overall. Commissioner Rhoshunda Kelly was recently named Mississippi Person of the Year by the Mule Train Historical Society at their Martin Luther King Day Prayer Breakfast in Marks, Mississippi. In addition to this recognition, Kelly was also the event's keynote speaker. Her message centered around the theme, "Rising Above Circumstances via Money and Banking," and focused on her personal journey, career with the Department, and Mississippi's banking system. Thank you to Dr. Hilliard Lackey,III, President of the Mule Train Historical Society.
