Capt. Neil Watts, Sanctions and Maritime Security Expert, Culmen International LLC, will appear in Panel 1 at Xinde Marine Forum Hong Kong 2024 to join the discussion on Opportunities and Challenges Facing Hong Kong as an International Shipping Center. Formerly a Captain with 33 years’ service in the South African Navy, Neil specialized in surface warfare and weapons systems, serving nearly 20 years at sea. He served as the Maritime Expert on the United Nations Security Council Panel of Experts from 2013 to 2018. Prior to the UN, he served on the South African National Maritime Security Advisory Committee, the Priority Committee for Maritime Security, and as a member of the Southern Africa Development Community (SADC) Counter-piracy Assessment Group. Until 2013, responsible for developing and executing the national counter-piracy strategy. Captain Watts has conducted extensive training on sanctions best practices, sanctions typologies and evasion techniques, and counter proliferation and export control to companies, government agencies, maritime authorities and ship registries. Meet Drew Bissell, a Deputy Program Manager overseeing the Threat Reduction Logistics Services (TRLS) contract under the Defense Threat Reduction Agency (DTRA). He runs operations of a globally distributed, multi-functional team in key international logistics services across the Cooperative Threat Reduction (CTR) portfolio. Drew completed his undergraduate degree with a Bachelor of Science in History from the Virginia Military Institute, and he obtained his Master of Arts degree in Management from Webster University in Missouri. Drew is a retired US Army Special Forces Officer where he led and managed personnel and organizations from the Team up through Battalion levels. Through his 22-year Army service he deployed numerous times supporting operations in Europe and Egypt and multiple combat deployments in Iraq and Afghanistan. After his retirement from the military in 2014, Drew was hired by Culmen where he worked as a Nuclear Security Consultant on the DTRA CTR Advisory and Assistance Service (A&AS) contract where he provided support to the GNS CTR programs internationally. This support included the advising, planning and implementation of site security assessments, guard force training and development, equipment procurements and organizational exercises. This work was executed across the globe but mainly focused within the countries of Kazakhstan, Jordan, Republic of Korea, India, Ukraine and China. In his free time Drew is an avid mountain biker and skier. Culmen is an extraordinary place for extraordinary people and we are thrilled to have Drew on our team. #CulmenCallout

The Academy is the official military institution of the Border Service of the National Security Committee of the Republic of Kazakhstan. These vehicles will be used for Counterdrug activities and activities to counter transnational organized crime in Tajikistan.
