Electricity is a small portion of overall US-Canadian trade story but risk of disruption to cross border flows has absorbed an inordinate amount of attention - with the help of Bridgette Schafer I track some of the key impacts and concerns. This disconnect highlights a key aspect of the political-economy of electricity: it is so essential, so embedded in daily lives, that when going smooth the public generally pays little attention to the background system/market. The counterpoint is a violent pendulum swing of focus/anger/anxiety when disruptions (or threats of disruption) emerge. Some key points: 1) Uncertainty. Over the status of tariffs on US side. Do they apply to electricity? Who on the US side collects these (the ISOs?)? Over the Canadian response... threats of 25% export levy or total cuts from the Ontario Premier. Very hard to pin down effects when so much remains uncertain. And no I offer no predictions on how the broader trade dispute evolves. 2) Short term price impacts of tariffs are real, upward, but ultimately marginal on final retail bill. New England/New York markets will see upward price pressure on wholesale markets. Flows which are scheduled daily to chase spreads will likely decrease. Grid Status has an excellent blog on this: https://lnkd.in/esB32_-P 3) Actual power flow cuts would create dangerous reliability risk. So far this has not occurred. But for example, New England saw ~15% of supply from Canada during winter peak hours in 2024. Maintaining reliability absent these imports is not a pretty picture. 4) Shadow cast over long term plans to expand cross border flows. Existing projects from Quebec to Northeast (NECEC to Mass via Maine and Hudson-Champagne to NYC) will proceed. I wonder if contracts will need renegotiating based on tariffs, I would expect NY/MA ratepayers to absorb the premium unfortunately. But future projects now must have a tariff/political risk premium attached to them where none existed before. Not clear they will pencil under such assumptions. 5) Northeast energy situation has taken another hit. The two pillars of state strategies have been offshore wind and imports from Canada. Both now are under pressure. Northeast faces very high prices, strict net-zero targets, and a dwindling option set. Something has got to give. More on this from me soon.
