As a champion of excellence in state governance, The Council of State Governments West (CSG West) provides state legislators and legislative staff with valuable relationship-building and professional growth opportunities through member-driven, regionally focused programs and services. Our regular convenings focus on highly informative conversation and peer-to-peer collaboration, with a keen eye on supporting important state and regional policy efforts. Membership is automatic for Western legislators and legislative staff, and our members value the chance to confer with peers from other states in a nonpartisan atmosphere as they share cross-border knowledge and lessons learned in various areas. Whether addressing concerns specific to the region, assessing international dynamics, or honing essential leadership and consensus-building skills, CSG West’s programs are designed to assist elected leaders throughout the West to become more effective.

    "We know learning doesn’t start in kindergarten and doesn’t stop at high school graduation — our education system needs to support students and families at every stage, cradle to career," shared Washington Sens. T'wina Nobles and Claire Wilson. As vice chairs of Washington's Senate Early Learning & K-12 Education Committee, Nobles and Wilson are working together to fuel lasting change in their state. Wilson has spent decades in education — as a teacher, school board director and executive director of the state’s largest early learning program — giving her a deep understanding of how systems impact students, families and educators. As a PTA mom, teacher, school board director, nonprofit leader and advocate, Nobles has reinforced the importance of representation and equity in education. Recently, the duo introduced a set of bills aimed at improving student protections and the health and safety of classrooms across the Evergreen State. "We are committed to policies that don’t just look good on paper but make a real difference in people’s lives — policies that create opportunities, strengthen communities and build a future where every child in Washington has a fair, equitable shot at success."     This week marks a special occasion as we convene the CSG Delegation to Mexico City! Over the next few days, our delegation will engage with Mexican and U.S. federal officials, as well as key stakeholders, to foster cooperation, strengthen cross-border relations, and identify areas of mutual interest—particularly in trade, economic development, and investment. Led by CSG West Chair-Elect and Utah Senator Todd Weiler and California Assemblymember David Alvarez (Chair Designate, California Assembly Select Committee on California – Mexico Binational Affairs), the delegation includes California Assemblymembers Anamarie ávila Farías, Jasmeet Bains, MD, José Luis Solache, Jr., and Utah Representative Ken Ivory. CSG West Director Edgar Ruiz and staff are proud to spearhead this initiative, which runs from February 23–26. Yesterday, we kicked off with insightful discussions at the Mexico Ministry of Energy, Mexico Ministry of Foreign Affairs, and the American Chamber of Commerce of Mexico. This morning, we are excited to see Senator Weiler and Assemblymember Alvarez take part in a panel at the SelectUSA Mexico Conference, where over 600 attendees are gathering to discuss investment trends between Mexico and the U.S. Special thanks to Tayrin S Riojas and Gerardo Ramos from Lazos International and Arturo Carmona from Tzunu Strategies for supporting the delegation.     On the road with CSG West! After a fantastic trip to Montana last week, we kept the momentum going with back-to-back state visits to Washington and Utah this week. We’re grateful for the warm welcome in both Olympia and Salt Lake City and enjoyed our time connecting with members, legislative leaders, and staff. Always a highlight, our Western Legislative Academy (WLA) receptions gave us the opportunity to reconnect with our incredible alumni. ?? Photos from Washington: We were thrilled to visit with Senator Bob Hasegawa, Senator Claudia Kauffman, and Representative My-Linh Thai during our time in Olympia. ?? Photos from Utah: Our visit included time with Senate President Stuart Adams and Speaker Mike Schultz, who were on hand to celebrate the arrival of parachuters during the Red Bull Soap Box race in Salt Lake City. We also enjoyed catching up with Senator Heidi Balderree and Representative Andrew Stoddard—both WLA alumni. A special thank you to Representative Stoddard for the warm welcome and floor introduction! Next stop: Wyoming! We’re back on the road next week, February 18-20, and look forward to visiting with members in the Cowboy State. We’re also excited to return in September when Wyoming hosts the 78th CSG West Annual Meeting in Jackson, September 16-19. Stay tuned for more updates from the road!

    Fiscal policy is emerging as a top priority for policymakers in 2025. At the top of the year, many states have a stable outlook for their short-term budgetary health. However, substantial budget deficits will require careful planning and strategic adjustments. In 38 states, tax revenue has declined from the previous 15-year growth trend. Analysts predict that state budgets will face increased pressure this year as federal pandemic relief funds come to an end.
