The Center for Social Development (CSD) is a hub for applied research. We create and test social innovations that broaden well-being for individuals, families and communities. We incubate policies that can be scaled to reach millions, and we create new fields of study to advance social development. We also train emerging scholars and practitioners in the effective conduct of social research. CSD operates locally, nationally, and globally from our home base in the Brown School at Washington University in St. Louis. Our policy design and research on Child Development Accounts (CDAs) have been rigorously tested through the randomized SEED for Oklahoma Kids policy experiment. Results from this experiment have informed CDA policies now serving millions of young people in the United States and other countries. A worthwhile read by my Bipartisan Policy Center colleague Emerson Sprick in partnership with the The Center for Social Development at Washington University in St. Louis, where I am a Senior Policy Fellow. The report is of interest to anyone following retirement savings, wealth building, and some policy considerations that might be needed if there's a SECURE 3.0. Alliance for Lifetime Income From the report: “Many workers will benefit from the provisions in SECURE 2.0, and Congress is already thinking about what steps to take next. This report has described six changes that would build on SECURE 2.0 based on the most recent evidence and workers’ and employers’ experiences with the legislation’s provisions so far: ? require automatic enrollment for all plans; ? allow employers to set individual employees’ default contribution amounts based on their contributions in their previous jobs or to set different default contribution levels for different age groups; ? simplify PLESAs; ? allow automatic enrollment for standalone ESAs; ? integrate public awareness efforts, tax documents, and claiming processes for the Saver’s Match into state-level automatic IRA programs; ? allow Saver’s Match funds to be deposited into Roth accounts or streamline the process of opening a pretax IRA for this purpose. Unfortunately, because SECURE 2.0’s benefits are largely accruing to those who already have access to effective savings vehicles, it risks leaving those without access—including lower-earning and less-educated workers, racial and ethnic minorities, nontraditional workers, and many workers in the 33 states (plus the District of Columbia) without an automatic IRA program—even further behind. As a result, policymakers should continue working toward two main goals: ? closing the workplace retirement plan access gap to help all U.S. workers prepare for retirement; ? reforming Social Security to ensure the program can continue to provide insurance against “the hazards and vicissitudes of life” in the years to come.”
The SECURE 2.0 Act of 2022 marked significant progress in enhancing U.S. #retirement security—expanding savings, supporting small businesses, and introducing new emergency savings options. Yet, millions of workers still lack access to effective retirement plans and the benefits they offer. In our latest report, the Bipartisan Policy Center’s Emerson Sprick, in partnership with experts at The Center for Social Development at Washington University in St. Louis, outlines six opportunities for policymakers to build on SECURE 2.0 and close the access gap. From expanding automatic enrollment to strengthening the Saver’s Match, these steps can help ensure all Americans are financially prepared for retirement.
