What a wonderful couple of days at the 3rd UNESCO World Open Educational Resources Congress! Anna Tumadottir presented on the main stage on the role of open licensing in the future of education. Cable Green, PhD, who also presented, and Jennryn Wetzler had the opportunity to connect with other #OER leaders on CC’s approach to #AI and inclusive access to knowledge. ?? We’re committed to doing our part to realize the UNESCO 2019 Recommendation on OER, and optimize openly licensed content to address the challenges & opportunities posed by emerging technologies. ?? P.S. If you are interested in learning more about the CC licenses and OER, registration is now open for the CC Certificate for Educators, running in January, June, and September, 2025. Our new report outlines opportunities and threats that can be found at the intersection of open movement organisations’ strategies, the socio-technological zeitgeist, and current policy opportunities, such as: ? (Re)defining openness in a new technological era. ? Creation of a shared advocacy strategy and enhanced regional and thematic cooperation across the organisations. ? Developing and testing governance approaches for our digital commons. ? Advancing openness and sustainability for the technology, data, content, and governance of Digital Public Infrastructure. It was based on the ongoing work of the organisations behind the Common(s) Cause event, which took place in Katowice, Poland; as a pre-conference event for #Wikimania 2024 on 6 August, 2024. Emerging differences in policies across Europe - SPARC Europe is hosting a webinar as part of the KnowledgeRights21 programme. The session will explore how different European countries are approaching rights retention policy making. The webinar is fully online and registration is now open.? ? ?? 8-14/12: 2nd Global Diamond OA Summit - This weeklong summit is an opportunity for the Diamond Open Access community to get together and foster diamond open access as a pathway for inclusive and equitable participation in the scholarly publishing ecosystem. The summit tales place in Cape Town, but you can also register to attend online. ? ? ?? 9/1: Public Domain day in Europe - A day-long celebration of new material entering the public domain in the heritage sector, hosted by a range of organizations including our grantees COMMUNIA and Creative Commons. The event takes place at the KBR (Royal Library of Belgium) in Brussels and registration opens on November 21.?

This week we went to Singapore for the Digital Public Goods Alliance Annual Members Meeting where Anna Tumadottir and Cable Green, PhD presented "Fully Open Public Interest AI with Open Data" alongside Patricio Del Boca, Fabro Steibel, and Alek Tarkowski. This afternoon at the annual members meeting of the Digital Public Goods Alliance we heard straightforward ideas??for building more digital public goods ??while making public funds go further ?? through the use of open licensing. Cheers to my colleague Cable Green, PhD (Creative Commons) and Christer Gundersen (Norad - Norwegian Agency for Development Cooperation) for their discussion, and engaging deeply with alliance members on how we can implement change and overcome barriers, collaboratively.

Congratulations to EVP Commissioner-designate Henna Virkkunen and MEPs for an insightful hearing earlier this week. We are looking forward to working with the new Commission and EP across a series of files of relevance to our community, in particular the implementation of the #AIAct, work on data, and, of course, the 2026 review of the #copyright directive. We recently hosted a community workshop on #PreferenceSignals in San Francisco, bringing together legal & technical experts to investigate approaches, interpretations, and considerations for communicating preferences for inclusion in #AI models. Throughout the day, we heard that: ?? AI foundation model providers may end up treating any form of preference signal as a complete opt-out.?? ?? Regardless of the existing opt-out approaches within the AI ecosystem, there is still an essential role for CC in shaping norms, driving?new social contracts, and steering what responsible AI looks like. ?? From a legal perspective, we aim to create a preference signals framework that aligns with existing copyright laws and avoids creating new restrictions on important rights under law. The big take-away from the day is that: ? CC has the best chance of intervening with AI model builders that are operating in the public interest. ? ? A big thank you to everyone who participated in our most recent #PreferenceSignals workshop! Your insights have been invaluable to shaping the next steps in driving forward reciprocal AI.
