Last week, HackWave Reloaded 2025 wrapped up after three days of intensive cybersecurity training, bringing together 78 experts from 26 key institutions across Ukraine’s critical infrastructure sectors. Organized by CRDF Global and the National Cybersecurity Coordination Center, with support from Japan International Cooperation Agency (JICA) and Cyber Unit Technologies, this high-impact event empowered participants with hands-on experience in tackling advanced cyber threats. Under the theme "Resilience in the Face of Advanced Persistent Threats," participants engaged in: ?? Capture The Flag (CTF) competitions to test and enhance cyber defense skills ?? Last week, the Sustained Dialogue on Peaceful Uses (#SDPU) concluded the Workshop on Pan-African Water Resource Monitoring and Data Sharing with Nuclear Science and Technology, cohosted by CRDF Global and Morocco’s National Centre for Nuclear Energy, Science, and Technology (#CNESTEN) in Rabat. The workshop convened distinguished leaders and technical experts from 20 countries across the African continent and international organizations including the African Union Commission, African Development Bank Group, (International Atomic Energy Agency (IAEA), International Water Management Institute (IWMI), and other international and regional institutions to discuss challenges and opportunities in water resource management, particularly using nuclear and isotopic techniques, to support United Nations Sustainable Development Goal 6 (UN SDG 6) - Clean Water and Sanitation. ??The GFCE asked community leaders for their Top 3 developments in cyber capacity building in 2024 #CCBin2024. Todd Spires is Program Director for Digital and Cyber Resilience Programs at CRDF Global, and serves as Chairman of GFCE Working Group D: 1. Increased CCB Coordination: I am seeing a greater interest on the part of donors and implementers in understanding who else is operating in the ecosystems in which they are partnering. I’ve seen much more donor integration and desire to talk to their government colleagues to align their CCB support, and implementers being more willing to engage with each other to avoid duplication of effort within the beneficiary community. Examples include the maturation of the Tallinn Mechanism that provides cyber defense assistance to Ukraine, and the GFCE’s increasingly visible role in coordinating CCB activities in the Western Balkans. 2. Next-Gen widgets: In my opinion, there has been too great a focus on next generation cyber defense tools (such as AI and quantum cryptography) in cyber ecosystems that are woefully under-resourced for basic IT security, let alone cybersecurity (LAC, Africa, and Eastern Europe, among others). To put it bluntly - AI will not legitimize pirated copies of operating systems or develop and fund annual operating budgets. 3. Cyberhygiene: all of our partners have voiced a new appreciation for basic cyberhygiene over the past year. With the non-technical workforce being the largest and most easily exploited attack surface, our beneficiaries are increasingly aware of the need to institutionalize and repeat basic cyberhygiene training to reinforce habits such as using MFA, avoid phishing emails, and malware avoidance (don’t click on the attachment!!).

On December 18-19, 2024, CRDF Global successfully supported the Training Maritime Officials to Prevent Against the Threat of Illicit Activities in Cyprus. Nineteen Cyprus customs officials, coast guard, naval officials and registry officials from relevant maritime service providers gathered for two-day, in-person engagement in Larnaca, Cyprus. This training aimed to improve due diligence practices for the maritime sector in Cyprus against sanctions evasion attempts by global threat actors and countering maritime security breaches in the shipping and energy sectors by focusing on topics such as ultimate beneficiary ownership, ship-to-ship transfers, trade controls pertaining to illicit oil transfers, and an overview of relevant U.S., EU, and UN regulations. The team included CRDF Global’s Polish staff: Zuzanna Grüner, Senior Project Officer and Anastasiia Fadeieva, Travel and Logistics Specialist. The conference – supported by the U.S. Department of State and the Cyprus Centre for Land, Open Seas and Port Security” (CYCLOPS), with SMEs from C4ADS, successfully enhanced collaboration and knowledge sharing among the participants and continue to positively impact the mission of CRDF Global in Europe at large.
