In 2021, Iowa was facing a looming prison capacity crisis and an increase in the community-based corrections population. As a result, Iowa leaders requested support from the OJP Bureau of Justice Assistance to evaluate the impact of corrections policies on the state’s public safety and public health outcomes. Through the Justice Reinvestment Initiative, we worked with a bipartisan, interbranch committee of state leaders to determine the key challenges facing the state and developed a set of proposed administrative and legislative priorities to improve public health and public safety in Iowa. We synthesize and contextualize data to help policymakers enact and implement major reforms that address criminal justice challenges, many of which intersect with other systems, such as health, education, and housing. We provide expert assistance. Our on-the-ground training and assistance helps state and local agencies and organizations translate the latest research into policy and practice.

Earlier this year, New Jersey became one of only a few states to pass legislation intended to support the development of community responder programs statewide. The Seabrooks-Washington Community-Led Crisis Response Act was initiated in response to growing calls to reform the state’s emergency response systems but took leaders at all levels and from different backgrounds to make possible. This landmark legislation allows for communities to receive support from the Department of Law and Public Safety and the state’s Attorney General’s Office through the creation of a Community Crisis Response Advisory Council and pilot program. Six counties across the state are already working on efforts, with more to come.
