The Council of Large Public Housing Authorities (CLPHA) supports the nation's largest and most innovative housing authorities by advocating for the resources they need to solve local housing challenges and create communities of opportunity. CLPHA is a national non-profit organization that works to preserve and improve public and affordable housing through advocacy, research, policy analysis and public education. CLPHA’s 70 members represent virtually every major metropolitan area in the country. Together they manage 40 percent of the nation’s public housing program; administer 26 percent of the Housing Choice Voucher program; and operate a wide array of other housing programs. Housing authorities are the cornerstone of affordable housing and community development. CLPHA: ? Advocates for adequate public and assisted housing funding and policies that support local management and accountability. ? Develops and analyzes policies impacting the affordable housing community. ? Educates policymakers and the public about the critical role public housing and the voucher program play in meeting affordable housing needs.

CLPHA leadership was pleased to participate today in a Capitol Hill roundtable convened by the House Appropriations Committee’s Transportation, Housing and Urban Development, and Related Agencies (THUD) Subcommittee to help Subcommittee members and staff understand how public housing authorities (PHAs) utilize federally appropriated?funds to offer critical rental assistance to low-income households in their communities. At the roundtable Jeffery K. Patterson, CLPHA Board President and Cuyahoga Metropolitan Housing Authority CEO, and La Shelle Dozier, CLPHA Board Vice President and Sacramento Housing and Redevelopment Agency Executive Director, explained to THUD Subcommittee members how they administer federal rental assistance programs at the local level and advocated for the resources and tools that PHAs need to sustain and streamline this important work. Leaders from the National Association of Housing and Redevelopment Officials (NAHRO) and PHADA_USA also participated in the roundtable. CLPHA thanks THUD Subcommittee Chairman Steve Womack (R-AR) for the invitation to this roundtable and looks forward to working with the Subcommittee to ensure the continuity of federal rental assistance programs.? ?

Yesterday, Minneapolis City Councilmember Robin Wonsley joined MPHA staff at the Council of Large Public Housing Authorities (CLPHA) Spring Meeting in Washington, DC to present on the new City of Minneapolis-funded Emergency Housing Voucher (EHV) program that mirrors the successful but sunsetting federal program. The EHV program is one of MPHA’s special purpose vouchers, connecting rental assistance with local Continuums of Care (CoCs) and other partners to bring resources to individuals and families who are homeless, at-risk of homelessness, were recently homeless, or have a high risk of housing instability. The EHV program provides local housing authorities with the flexibility to design unique, locally directed programs to best meet a local community’s needs. With these flexibilities, MPHA developed an EHV program that offers more speed and flexibility for its rent subsidy, while covering additional housing-related expenses. These additional benefits increase access and remove barriers for unhoused individuals and families facing the most immediate housing challenges. However, unlike other HUD voucher programs that receive annual congressional appropriations, EHVs only received one-time funding through the American Rescue Plan Act of 2021 and the program’s funding is set to expire in September 2030 (and housing authorities have not been allowed to issue new EHVs or re-issue existing EHVs as of September 30, 2023). To preserve this critical tool in addressing the region’s housing crisis, Councilmembers Robin Wonsley and Jamal Osman led an effort last winter for the City of Minneapolis to permanently fund 100 EHVs in partnership with MPHA and Hennepin County. The PAHRC team will be among the presenters of “10 Year Roadmap: Overview of Hard Construction Costs Research” at the Council of Large Public Housing Authorities Spring Meeting on Thursday, March 20, at 3:45 p.m. They will be joined by Greg Russ, facilitator of the 10 Year Roadmap and principal at Pine Street Partners. ??? The 10-Year Roadmap’s Capital Needs Working Group is estimating the hard construction costs of modernizing the remaining public housing portfolio. During this session, the lead researchers will provide an overview of this research and its status. The report is slated for release later this year. ?? The panel will also discuss the path forward: soft costs and costs of energy retrofits for climate resilience are not yet included in the preliminary estimate and will be explored in future research. ??
