Citizen trust in an effective and responsive Congress is essential to democracy. Founded in 1977, the Congressional Management Foundation (CMF) advances this goal by working directly with Members of Congress and staff to enhance their operations and interactions with constituents. CMF works directly with citizen groups to educate them on how Congress works, giving constituents a stronger voice in policy outcomes. The results are: a Congress more accountable, transparent, and effective; and an informed citizenry with greater trust in their democratic institutions.

Working on Capitol Hill was one of the most transformative experiences of my career—it launched me into the path I’m on today, nearly 30 years later. The opportunity to work for a Member of Congress, understand the needs of constituents, and translate legislative policy into meaningful impact was an honor. But it’s not something you learn in college—I’d be hard-pressed to find a class that teaches you how to be a Capitol Hill staffer, or even a lobbyist for that matter (though the latter seems to be a bigger focus in Master’s programs now). I was fortunate to work for a Member who had been a congressional staffer himself and an office with teammates who showed me the way. One of the books that became my Capitol Hill staffer “bible” was Setting Course, by the Congressional Management Foundation. Nearly 30 years later, I had a full-circle moment when my longtime colleague, Jen Daulby —who I’ve known through her private-sector and congressional leadership roles—was named its CEO. An incredible opportunity tailor-made for her.?But also, a gift for the next generation of congressional staffers who will benefit from her leadership and commitment to making Capitol Hill a place where staffers excel in their policy roles while fostering a stronger, more bipartisan, and collegial workforce. In our interview, Jen explores what it takes to build effective relationships on Capitol Hill. Jen also shares insights on how CMF helps develop leadership and policy expertise and why trust and authenticity are key to successful advocacy.
