Tariffs webinar, March 21, 12pm EST. During the first months of the Trump administration, the trade community has faced uncertainty as a result of trade-related executive orders and potential threats of retaliatory and reciprocal tariffs. Just weeks into his second term, Donald Trump was the first president to use International Emergency Economic Powers Act (IEEPA) to issue executive orders immediately imposing tariffs following the declaration of a national emergency related to national security, foreign policy, or the economy. China, Mexico, and Canada were initial targets for retaliatory tariffs, with more to come. President Trump also recently announced a plan to impose so-called “fair and reciprocal” trade tariffs on major US trading partners and has suggested that his administration will impose additional import tariffs on specific types of goods, such as semiconductors and pharmaceuticals. This timely program will cover recent executive orders and other proposed actions and outline steps that exporters and importers could take to mitigate risk and potential ramifications for their global operations. Companies need to be prepared for retaliatory tariffs by the US trading partners, higher costs due to additional tariffs and increased scrutiny by US Customs & Border Protection. This message updates CSMS #64348411 by confirming that the Secretary of Commerce has certified collection of the 25 percent import duty on certain imports of steel articles and derivative steel articles from all countries effective 12:01 a.m. Eastern Daylight Time on March 12, 2025. BACKGROUND On February 10, 2025, the President issued Proclamation 10896 on Adjusting Imports of Steel into the United States, under Section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862), imposing 25 percent ad valorem tariffs on certain imports of steel articles and derivative steel articles from all countries, is effective March 12, 2025.?See 90 FR 9817 and 90 FR 11249. U.S. Customs and Border Protection’s (CBP) Office of Trade is hosting a webinar on Friday, March 14, 2025, at 1:00 p.m. ET titled Overview of USMCA Interim Final Rule - Textiles and Apparel, Automotive Goods, Drawback and Duty-Deferral Requirements, and other Provisions. The webinar will provide a readout of the USMCA Interim Final Rule (IFR) implementing regulations issued in the Federal Register Notice, 90 FRN 6456, on January 17, 2025 (see:?https://lnkd.in/gnpPfSn2 and CSMS # 63772715). This IFR adds to the existing 19 CFR 182 implementing regulations and other related 19 CFR regulations to address: (i) automotive goods, (ii) textile and apparel goods, (iii) drawback and duty-deferral program requirements, (iv) recordkeeping and protest requirements, (v) temporary admission of goods requirements, (vi) applicable fee provisions, and (vii) other conforming amendments to fulfill the USMCA related commitments. Cargo Systems Messaging Service: Additional Duties on Imports from China and Hong Kong, CSMS # 64299816 The purpose of this message is to provide an update on the additional duties for imports that are the products of China and Hong Kong, pursuant to the Executive Order (EO) titled Further Amendment to Duties Addressing the Synthetic Opioid Supply Chain in the People’s Republic of China, signed on March 3, 2025. As directed by the EO, U.S. Customs and Border Protection (CBP), is updating the additional duties from 10% to 20% and implementing a new Chapter 99 HTSUS number. GUIDANCE APPLICATION OF INCREASED DUTY RATES The following HTSUS classifications and additional duty rates will apply for goods that are the products of China and Hong Kong, entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern standard time on February 4, 2025, through March 3, 2025: 9903.01.20: All imports of articles that are products of China and Hong Kong, other than products classifiable under headings 9903.01.21, 9903.01.22, and 9903.01.23, and other than products for personal use included in accompanied baggage of persons arriving in the United States, will be assessed an additional ad valorem rate of duty of 10%.
