Community Legal Aid Society, Inc. (CLASI) is a nonprofit law firm founded in 1946, with offices in Wilmington, Dover, and Georgetown, Delaware. Our mission is to combat injustice through creative and persistent civil legal advocacy on behalf of vulnerable and underserved Delawareans. We provide free legal services to: -People with disabilities, as Delaware’s designated Protection and Advocacy System; -People age 60 and older; -Victims of housing discrimination, under HUD’s Fair Housing Initiative Program; -People with low incomes; -Survivors of domestic violence; -Immigrant victims of crime, abuse, and neglect We help our clients obtain shelter, government benefits, educational services, medical services, orders of protection from abuse, legal immigration status, and other civil legal remedies. We are committed to racial and ethnic fairness in the delivery of our services.

    Last week, we had the privilege of celebrating the 2024 Combined Campaign for Justice at our annual Donor Appreciation Breakfast! In January of 2024, in honor of our 25th anniversary, we set out to break a record: to raise $2,000,000 for Delaware's three civil legal aid agencies (Community Legal Aid Society, Inc. (CLASI), Delaware Volunteer Legal Svcs, & Legal Services Corporation of Delaware) for the first time. Thank you to everyone who contributed to the campaign, attended an event, and spread the word about the good work of legal aid. With such gratitude, we are excited to announce that we exceeded our goal and raised $2,670,000! This was such a meaningful campaign year, and we were so honored to celebrate with our friends and supporters.   • “In a time where we're talking a lot about affordable housing and the critical shortage of that housing in Delaware, this is a really big blow...The work is really crucial in preventing discrimination, preventing eviction and homelessness, allowing people to maintain housing, [and] removing barriers to housing.” CLASI's Sarah Rhine spoke with Delaware Public Media about the impact of the Dept. of Housing and Urban Development's sudden decision to cancel funding for CLASI, and more than 60 other nonprofits across the country, to enforce fair housing laws. Together, CLASI and other private nonprofits processed over 75% of all fair housing complaints last year, helping to ensure that vulnerable community members -- including survivors of domestic violence, people with disabilities, and older adults -- could access and maintain safe, affordable housing.   • CLASI's Housing Unit Managing Attorney Sarah Rhine was at Legislative Hall yesterday, joining Gov. Matt Meyer, the Delaware Division of Human & Civil Rights, the Human & Civil Rights Commission, legislators, and advocates to celebrate the proclamation of “Human and Civil Rights Awareness Day” in Delaware. We’re proud of our work enforcing Delawareans' rights under the state’s Fair Housing and Equal Accommodations laws. These laws protect people against discrimination in housing and in places that serve the public based on factors like disability, race, age, marital status, religion, creed, color, sex, sexual orientation, and national origin. (Learn more about these protections here: https://lnkd.in/eYuSYNiD) The proclamation is a reminder of the critical importance of this work, especially in the wake of HUD's decision last month to abruptly cancel funding for CLASI and other nonprofits across the country to help victims of housing discrimination. While this has seriously limited our ability to do Fair Housing enforcement work, we remain dedicated to continuing to work with our partners on Fair Housing issues facing Delawareans to the extent possible, as we await the outcome of federal litigation challenging HUD's action.     This year during Delaware's #DoMore24 we come to you with heavy hearts—last week, Community Legal Aid Society, Inc. (CLASI) — one of the three agencies that CCJ funds support — received news that the U.S. Department of Housing and Urban Development had abruptly cancelled their Fair Housing Initiatives Program (FHIP) funding. This is a three-year grant with $425,000 allocated to CLASI annually to enforce the Fair Housing Act in Delaware, to ensure that our neighbors seeking housing are not discriminated against based on their race, color, national origin, religion, sex, disability, or family status. What does this work look like every day? Currently, CLASI has 80 open Fair Housing cases, the majority of which involve discrimination based on disability and requests for reasonable accommodations. CLASI recently had a client, a woman with physical disabilities requiring the use of an electric wheelchair for mobility, who was moved out of her accessible unit during renovations at her apartment complex. Unfortunately, the management company then did not move her back to an accessible unit, which left CLASI's client unable to reach the microwave, sink, or stove and unable to shower nor comfortably use the bathroom for months. The client was referred to CLASI after the management company denied her request to move units; she shared that "it no longer felt like home to me because all I could do was sit in a chair." After CLASI intervened, the management company finally agreed to move her to an accessible unit and install grab bars and an accessible shower and toilet in her bathroom. Her CLASI advocate shared: “The client had been very depressed. When she called to tell me that she was able to take a shower, she sounded like a completely different person from when we first met. It made me cry to hear her so happy.” This #DoMore24, we hope you will consider a contribution to the Combined Campaign for Justice to help us continue to fund the critical work of legal aid here in Delaware.
