The California Statewide Study of People Experiencing Homelessness (CASPEH) is the largest representative study of homelessness in the United States. The study provides a comprehensive look at homelessness in California by focusing on who experiences homelessness, pathways to homelessness, experiences during homelessness, barriers to housing, and more. One of the study's policy recommendations includes increasing affordable housing options for extremely low-income households. The study explains, "The median monthly household income in the six months prior to homelessness across all CASPEH participants was $960. Almost all participants met criteria to be considered “extremely low-income” or making less than 30% of the Area Median Income. Participants’ inability to afford housing was both the underlying cause of homelessness and the primary barrier to their returning to housing. This finding was true throughout California, not only in the high-cost coastal regions." The San Francisco Chronicle recently reported that California regulators’ aim to solve the state's home insurance crisis by allowing insurance companies to raise rates even higher and, in exchange, the companies will write more policies in wildfire-prone areas. However, it's unclear how many more policies insurers will actually write. The California Department of Insurance’s preliminary analysis published last month "found that 'about half' of companies already wrote enough policies in those high-risk areas to meet the regulatory requirements of its Sustainable Insurance Strategy. In other words, these companies would not need to write more policies in “distressed” areas that have already been hard-hit by nonrenewals and price hikes."
