Community Health Center of the North Country

Last week, Congress passed a?Continuing Resolution?to fund the government through the end of the federal fiscal year on September 30, 2025. The CR extends both mandatory and discretionary funding for Community Health Centers. Specifically, the CR includes the following:?? ?? The Community Health Center Fund will be extended at the annualized rate of???$4.26 billion.? ?? The National Health Service Corps funding will be extended at the annualized rate of $345 million.? ?? The THCGME (Teaching Health Center Graduate Medical Education) funding will be extended at the annualized rate of $175 million.? ?? It would complete the discretionary appropriations through the rest of the fiscal year at level funding equal to FY 2024.?? ?? The bill also extends the current Medicare telehealth flexibilities through September 30.? The passage of this CR means that health centers have operated under a series of short-term funding extensions for two years. This uncertainty severely impacts their ability to recruit and retain staff, expand services, and invest in long-term solutions for the communities they serve. With federal funding for Community Health Centers expiring this month, CHC leaders have been calling, emailing, and visiting with members of Congress to make sure they understand the critical role CHCs play as the nation’s largest network of primary care providers. As the House and Senate leadership continue their deliberations on the FY 2025 budget resolutions, the National Association of Community Health Centers (NACHC) urges Congress to seriously consider the impact of proposed cuts to Medicaid on safety-net programs.? Fifty percent of Community Health Center (CHC) patients (16 million of 32.5 million served nationwide) rely on Medicaid and have few other options for healthcare coverage. CHCs have a strong track record of delivering substantial savings to the health care system, including Medicaid, by providing affordable, effective primary care and reducing utilization of higher cost settings, such as Emergency Departments. NACHC urges lawmakers to oppose any cuts to Medicaid that would impact access to essential health services for millions of Americans. We are encouraged by statements from President Trump and Speaker Johnson that the most damaging proposals regarding Medicaid have been taken off the table. NACHC will continue to engage both sides of the aisle to understand how proposed changes to Medicaid will impact CHCs, patients, and healthcare costs. CHCs and Medicaid work together to make Americans healthy, and it is essential for lawmakers to protect Medicaid benefits for those who rely on the program for access to primary and preventive care.
