Community Energy Project, Inc. (CEP) is a 501(c)3 non-profit organization, incorporated in the State of Oregon since 1987. We began in 1979 as a project of Responsible Urban Neighborhood Technologies at the height of, and in response to, a national crisis in both energy commodities and social welfare, and in our 43 years, we have matured with our mission as our guiding force: We empower people—regardless of life circumstance— with the appropriate tools and resources to maintain healthier, more livable homes, control their utility costs and conserve natural resources. Our shared vision is a future where all people can afford to live in their homes with dignity, comfort, and safety. Our mission translates to service: We conduct over 100 ‘Do-It-Yourself’ community workshops for more than 1,300 families at over 140 different Portland-area locations annually. We adapt our workshops to the audience and cover a range of home-related topics: weatherization, home-energy education, and lead-poisoning prevention. For the less able bodied (low-income seniors and people with disabilities) we provide in-home services such as emergency safety repairs and installation of small-measure weatherization materials. We perform as many as 425 ‘services’ annually; oftentimes, it’s necessary to conduct repairs before weatherizing, so with 425 services we can assist roughly 300 families.

During this legislative session, Community Energy Project?is proud to be supporting several bills aimed to protect low-income and marginalized Oregonians from utility rate hikes and negative impacts from extreme weather, along with bills to increase sustainability and climate resilience. CEP has given testimony in support of?HB 3179: FAIR Energy Act, HB 3170: Community Resilience Hubs, SB 88: Get The Junk Out of Rates,?and?HB 3081: One Stop Shop 2.0. We also submitted written testimony to include funds for the Community Heat Pump Deployment Program (CHPDP) in Oregon Department of Energy’s budget through?SB?5518. We are thrilled to share our new workshop: Healthy Homes! Portland residents will learn skills and resources to sustain a healthy and safe home to protect their entire household. The workshops will focus on maintaining healthy indoor air quality, carbon monoxide safety, lead poisoning prevention, radon testing, and mold mitigation. High energy costs lower resilience and can even turn deadly in climate disasters such as heat waves and arctic storms. It’s time utility companies stop tacking unnecessary, ‘junk costs’ onto already inflated utility bills. CEP wrote testimony in support of Senate Bill 88, “Get the Junk out of our Rates.” This bill is intended to increase transparency and help streamline the utilities’ rate case process. Ratepayers should not be paying for costs that promote the for-profit, corporate utility’s interests, such as expensive lawyers and lobbyists and advertising.
