Since 1976, Community Advocates has maintained and strengthened its mission to provide low-income Milwaukee individuals and families with advocacy and services to meet their basic needs so they may live in dignity. Community Advocates (CA) offers more than 30 specialized programs for those seeking help with housing, energy assistance, domestic violence, behavioral health issues, disability advocacy, protective payee services, and referrals to other resources within the community. We’re one of the few social service agencies that accepts walk-in clients five days a week. Our belief is that advocacy is more than just helping families and individuals. Advocacy is also about building a community that empowers families and individuals to help themselves. Community Advocates is organized around four main divisions: Basic Needs: Includes our housing department, energy assistance and utilities programs, disability advocacy, and protective payee services. Behavioral Health Services: Our Homeless Outreach Nursing Center, Autumn West Safe Haven, and Project Bridge programs provide a continuum of care and supports for those living with a mental illness while they are experiencing chronic homelessness who want to transition to permanent housing. Milwaukee Women’s Center: Provides emergency shelter and wraparound care to adults and children who are impacted by domestic violence in the home or homelessness, as well as programming for women ages 50+ (the Older Abused Women’s Program), men who want to change their abusive behavior (Nevermore Batterer’s Treatment Program), and job-seekers needing appropriate clothing and job-readiness skills (the Bottomless Closet). Public Policy Institute: Our researchers and advocates promote and implement evidence-based policies that will prevent and reduce poverty and improve the quality of life for individuals and families in Milwaukee. PPI focuses on smart reentry for returning citizens, transitional jobs, substance abuse prevention, tobacco use prevention, positive youth development, and professional training for community members seeking to learn new prevention and coalition-building methods.

  • Community Advocates Public Policy Institute’s Stronger Families Milwaukee program has just completed three years of this five-year prevention initiative. PPI partners with Neu-Life Community Development and The Parenting Network on this pilot program from the Wisconsin Department of Children and Families. Working together, the Stronger Families team strives to alleviate the stress placed on parents who are struggling and empower them to focus on the most important thing – having a healthy and loving family. We are highlighting Stronger Families Milwaukee in conjunction with observing April as Family Strengthening Month in Wisconsin. This year, we are especially inspired by Governor Tony Evers' proclamation of 2025 as the “Year of the Kid,” reinforcing a statewide commitment to bolstering youth mental health, supporting the childcare industry, and prioritizing the well-being of children and families. While every month we are dedicated to strengthening families to build safe and nurturing environments for children, this month we highlight the teams and programs that do the work every day. #StrongerFamilies #StrengtheningFamiliesMonth

  • For individuals experiencing homelessness while navigating mental illness, Autumn West Safe Haven provides more than refuge. The Autumn West Safe Haven is a temporary alternative to traditional shelters, offering 20 furnished studio apartments, case management, and longer lengths of stays to allow guests to take steps to stability and independence at their own pace. It’s designed to recognize participants’ need for sensitive, flexible care planning and prioritizes safety, privacy and community. The program stands out with its trauma-informed and client-centered approach. Staff are trained in de-escalation and Motivational Interviewing, ensuring residents are met with compassion. “The safe haven exemplifies serving through dignity in each component of programming, whether that be in the comprehensive client-directed care planning, high standards and quality of the facility itself, extensive food program, or engagement activities that sprinkle the monthly calendars,” says Supportive Housing Programs Director Matt Raymond. Success is measured through permanent housing transitions, further health stabilization, and connections to long-term support. In 2024, the program provided stabilization, income support, and housing assistance to 35 individuals, including veterans, young adults, older adults, and chronically homeless persons. 74% of those served at Autumn West in 2024 either exited to permanent housing or were safely residing at Autumn West at the end of the calendar year. Community members can support this work through advocacy and monetary or in-kind donations. In a world where stability can feel out of reach, Autumn West is a place of healing and hope.     Last week we had the opportunity to host 3 local representatives for a Legislative Breakfast in Greendale, with one of our workgroups: Community Alliance. The morning included: 🔵 Coalition Presentation, highlighting all of the work our coalition members and volunteers have accomplished. 🔵 Wisconsin WINS program update for the represented communities 🔵 Panel discussion with Rep. Donovan, Rep. Wittke, and Sen. Wanggaard about substance misuse and mental health + priorities in this upcoming budget and legislative session. This evented was hosted by: Community Alliance, Community Advocates, Inc./AWY, and Wisconsin Alcohol Policy Project.
